## Policy Analysis Report: Declaration of National Highway - S.O. 3622(E) **1. Executive Summary:** This report analyzes Notification S.O. 3622(E), issued by the Ministry of Road Transport and Highways on September 6, 2021. This notification declares a specific highway in Andhra Pradesh, connecting NH716 near Muddanuru to NH 544E at Hindupur, as a National Highway. The core purpose is to officially designate this route as part of the national highway network. The key finding is the formal incorporation of the Muddanuru-Hindupur highway, via Pulivendula, Kadri, OD Cheruvu, Gorantla, and Palasamudram cross, into the national highway system, thereby placing it under the purview of the National Highways Act, 1956. **2. Introduction:** This report aims to provide a comprehensive overview of Notification S.O. 3622(E), issued by the Ministry of Road Transport and Highways, based solely on the information provided within the notification text. The report analyzes the notification's purpose, provisions, and potential impact. **3. Policy Overview:** This is a *new* policy declaration, adding a specific highway to the national highway system. * **Core Objective:** The core objective, as explicitly stated, is to declare a specific highway as a National Highway under the authority granted by subsection 2 of section 2 of the National Highways Act, 1956. **4. Background and Rationale:** Since this is a new policy (declaration), the text doesn't explicitly state the problem it addresses. However, we can infer that the highway connecting NH716 near Muddanuru to NH 544E at Hindupur likely requires national highway status due to its strategic importance for regional connectivity, trade, and transportation. Upgrading the highway to a national highway implies a need for improved infrastructure, maintenance, and management under the central government's purview. **5. Key Provisions / Changes:** * This policy establishes the route starting from its junction with NH716 near Muddanuru connecting Pulivendula, Kadri, OD Cheruvu, Gorantla, Palasamudram cross and terminating at its junction with NH 544E at Hindupur in the state of Andhra Pradesh as National Highway 716G. * It mandates that this designated highway be included in the Schedule to the National Highways Act, 1956, with a new serial number and national highway number. * The notification formally assigns the number "716G" to the newly declared national highway. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders include: * **Residents and businesses along the Muddanuru-Hindupur highway corridor:** They will likely experience improvements in road infrastructure and connectivity. * **Transportation and logistics companies:** The improved highway could facilitate smoother and more efficient transportation of goods. * **The Andhra Pradesh State Government:** They will coordinate with the central government on the highway's maintenance and development. * **The Ministry of Road Transport and Highways:** They are responsible for implementing and managing the new national highway. **7. Implementation Aspects (Inferred):** * **Responsible Agency:** The Ministry of Road Transport and Highways is the responsible agency, as indicated by the notification's origin. * **Procedures:** The notification mandates that the newly declared highway be specified in the Schedule to the National Highways Act, 1956. This implies that the relevant authorities will update the official records and maps to reflect the new designation. * **Timelines:** The effective date of the policy is the date of the notification itself: September 6, 2021. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes based on the policy's stated provisions include: * **Improved connectivity:** The Muddanuru-Hindupur highway is now formally integrated into the national highway network, enhancing its importance for regional and national connectivity. * **Increased investment:** National highway status may attract more investment for infrastructure development and maintenance along the route. * **Enhanced economic activity:** Improved transportation infrastructure can stimulate economic growth in the region by facilitating trade and commerce. * **Standardized maintenance:** As a national highway, the road will be subject to national standards of construction and maintenance. **9. Conclusion:** Notification S.O. 3622(E) represents a significant step in expanding and upgrading the national highway network. By declaring the Muddanuru-Hindupur highway as National Highway 716G, the Ministry of Road Transport and Highways aims to improve connectivity, stimulate economic activity, and ensure better infrastructure standards along this critical route in Andhra Pradesh. The inclusion of this highway in the Schedule to the National Highways Act, 1956, formally places it under the purview of the central government, paving the way for future development and maintenance initiatives.
