This report details the amendment's changes, target audience, inferred implementation aspects, and expected impact.
**2. Introduction:**
This report aims to provide a comprehensive overview of the notification S.O. 3623(E) issued on September 6th, 2021, which amends the National Highways Act, 1956. This analysis is based solely on the provided text of the notification.
**3. Policy Overview:**
* **Amendment:** This notification amends the National Highways Act, 1956, specifically referencing and modifying notification S.O 689 E, dated April 4th, 2011, which initially substituted the Schedule to the Act.
* **Core Objective(s):** The primary objective, as inferred from the text, is to revise and update the designated route of National Highway 167K, ensuring accurate and specific information regarding its connecting locations. This is achieved through a substitution of the original entry for the highway in the schedule of the Act.
**4. Background and Rationale:**
The notification amends the National Highways Act, 1956 to change the route of the National Highway 167K. The specific rationale for this amendment is likely due to changes in road infrastructure, new developments along the route, or a need for greater precision in the highway's defined path. By modifying the original language to include more descriptive information, the amendment reduces ambiguity. The amendment substitutes the route, giving very specific towns that are along its path. This allows planners and contractors to have a better idea of the exact route of the highway.
**5. Key Provisions / Changes:**
This notification introduces a *specific change* to the existing National Highways Act, 1956, through an amendment.
* **Specific Part Changed:** The amendment modifies the *Schedule* of the National Highways Act, 1956. Specifically, it replaces the entry related to serial number 572, which corresponds to National Highway 167K.
* **New Rule/Provision:** The notification replaces the previous description of National Highway 167K with a detailed list of locations it connects. The new description states: "The highway starting from its junction with NH167 near Kalwakurthy connecting Nagarkurnool, Kollapur, Rampur in the state of Telengana, 572 167K Mandugula, Sivapuram, Karivena, Nandyal, Kanala, Chintala, Koilakuntla, Nossam and terminating at its junction with NH67 at Jammalamadugu in the state of Andhra Pradesh."
* **Difference/Effect of Change:** The amendment replaces the original vague or incomplete description of National Highway 167K with a specific, location-based route. This provides a clearer understanding of the highway's path, connecting Kalwakurthy in Telangana with Jammalamadugu in Andhra Pradesh, specifying the towns it passes through.
**6. Target Audience and Stakeholders:**
