Okay, I will analyze the provided policy text and generate a report in the requested format, focusing on extracting information directly from the document and making reasonable inferences when necessary. **Report on Notification Regarding National Highways Act, 1956** **1. Executive Summary:** This report analyzes a notification issued by the Ministry of Road Transport and Highways, Government of India, dated November 30, 2022. The notification declares a new highway in the state of Karnataka to be a national highway and specifies its route. This is achieved through an amendment to the Schedule of the National Highways Act, 1956. The key finding is the formal designation of a specific highway section as a National Highway, implying government commitment to its development and maintenance. **2. Introduction:** This report provides an overview of a notification published by the Ministry of Road Transport and Highways on November 30, 2022, pertaining to the National Highways Act, 1956. The analysis is based solely on the content of the provided notification and aims to inform stakeholders about the establishment of a new National Highway. **3. Policy Overview:** * **Amendment:** This notification amends the Schedule to the National Highways Act, 1956. The original schedule was substituted by notification number S.O.689 E, dated 4th April, 2011, and subsequently amended by S.O. 4743E, dated 6th October, 2022. * **Core Objective:** The core objective, as inferred from the text, is to expand and formally recognize the National Highway network within India, specifically by adding a new highway in Karnataka to the Schedule of the National Highways Act, 1956. **4. Background and Rationale:** The amendment likely aims to improve connectivity and infrastructure in the specified region of Karnataka. Declaring a highway as a National Highway typically signifies its importance for inter-state transport and economic development, justifying government investment in its upkeep and enhancement. The specific reason for prioritizing *this particular* highway section for national highway designation cannot be definitively stated based solely on this notification. **5. Key Provisions / Changes:** * **Specific Part of Original Policy Changed:** The notification modifies the Schedule to the National Highways Act, 1956. * **New Rule/Provision:** The key new provision is the inclusion of the following highway as a National Highway: * **New Serial No.:** 1 * **National Highway No.:** 748A * **Description of National Highways:** The highway starting from its junction with NH48 near Halga village Belgaum connecting Inchala, Katkola, Kerur, Hungund, Mudgal, Sirvara, Chiksugur and terminating at its junction with NH150C near Hegsanhalli village in the State of Karnataka. * **Difference/Effect of Change:** This change formally designates the defined highway section as a National Highway. This has implications for funding, maintenance, and prioritization within the national road network. It also means that the highway now falls under the purview of the National Highways Act, 1956. **6. Target Audience and Stakeholders:** The target audience and stakeholders directly affected by this amendment include: * Residents and businesses in the areas connected by the new National Highway 748A. * Transport companies and logistics providers operating in the region. * The Karnataka State Government and its Public Works Department. * The Ministry of Road Transport and Highways and its associated agencies (e.g., National Highways Authority of India). * Construction and infrastructure companies involved in road development and maintenance. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Ministry of Road Transport and Highways is the responsible agency, as indicated by the notification's origin. The National Highways Authority of India (NHAI) would likely be involved in the development and maintenance of this newly designated National Highway. * **Timelines/Procedures:** The text does not specify explicit timelines or procedures. However, the immediate effect is that this highway is now formally part of the National Highway network. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of this amendment include: * Improved connectivity and transportation infrastructure in the Belgaum region of Karnataka. * Potential for increased economic activity and development along the highway corridor. * Increased investment in the maintenance and upgrading of the highway to meet national standards. * Potentially increased land value and development opportunities along the route. **9. Conclusion:** The notification analyzed in this report formally designates a specific highway in Karnataka as National Highway 748A, amending the Schedule of the National Highways Act, 1956. This action is significant because it incorporates the specified highway section into the national road network, likely leading to improved infrastructure, connectivity, and economic development in the region. The declaration signals a government commitment to the development and maintenance of this route as a vital part of the national transportation system.
