## Policy Analysis Report: Amendment to National Highways Act, 1956
**1. Executive Summary:**
This report analyzes an amendment to the National Highways Act, 1956, specifically addressing the description of National Highway No. 48. The amendment, enacted on May 17, 2022, modifies the route description of NH48, detailing its path through several states, including a spur connecting various locations in Tamil Nadu. The amendment likely aims to provide a more precise and updated definition of the highway's route, impacting transportation planning and infrastructure development along this corridor.
**2. Introduction:**
This report provides an informative overview of an amendment to the National Highways Act, 1956, as detailed in the provided government gazette notification. The analysis focuses on understanding the purpose, provisions, and potential impact of this amendment based solely on the information presented in the provided text.
**3. Policy Overview:**
* **Original Policy:** The National Highways Act, 1956 (48 of 1956). This amendment modifies a previous notification (S.O 689 E, dated, the 4th April, 2011) which in turn had substituted the Schedule to the original Act.
* **Core Objective:** The core objective, inferred from the text, is to amend and clarify the description and route of National Highway No. 48 within the National Highways Act.
**4. Background and Rationale:**
This is an amendment to an existing Act. The likely reason for this specific amendment is to update and provide a more detailed and accurate description of the route of National Highway No. 48. This updated description may reflect changes in the highway's alignment, additions of spurs, or a need for greater specificity for planning and legal purposes. The addition of the spur in Tamil Nadu suggests possible expansion/modification of the original route.
**5. Key Provisions / Changes:**
This amendment *specifically* modifies the description of National Highway No. 48 (NH48) as listed in the Schedule of the National Highways Act, 1956.
* **Specific Part Changed:** The "Schedule" of the National Highways Act, 1956, specifically "serial number 157 and entries relating thereto."
* **New Rule/Provision:** The amendment replaces the existing description of NH48 with a new, more detailed description. This new description outlines the highway's route, starting from its junction with NH44 near Delhi, passing through Bawal, Kotputli, Jaipur, Kishangarh, Bhilwara, Chittaurgarh, Udaipur, Ahmedabad, Vadodara, Ankleshwar, Mumbai, Thane, Pune, Satara, Kolhapur, Belgam, Chitradurga, Bangaluru, Krishnagiri, Vellor, and terminating at its junction with NH16 near Chennai. Furthermore, it includes a spur starting from its junction near Thandavalam connecting Mannur, Thodukadu, Sengadu, Ulundai and terminating near HussainNagaram in the state of Tamil Nadu.
* **Difference/Effect of Change:** The previous description of NH48 (which is *not* provided in the text) is being replaced with this more precise route. The effect is a legally defined and updated path for NH48, which will likely influence land use planning, infrastructure development, and transportation policies along this route. The inclusion of the Tamil Nadu spur clarifies its inclusion as part of NH48.
**6. Target Audience and Stakeholders:**
Based on the provided text, the target audience and stakeholders directly affected by this amendment include:
* **Government agencies:** The Ministry of Road Transport and Highways, and potentially other relevant state and local government transportation departments involved in planning, construction, and maintenance of NH48.
* **Landowners and businesses:** Individuals and entities owning property or operating businesses along the defined route of NH48, particularly in the Tamil Nadu spur. The amendment could affect land acquisition, development permits, and property values.
* **Construction and infrastructure companies:** Companies involved in building, maintaining, or upgrading NH48 will need to adhere to this legally defined route.
* **Transportation and logistics companies:** Knowing the precise route allows for better planning.
**7. Implementation Aspects (Inferred):**
* **Responsible agency:** The Ministry of Road Transport and Highways is the responsible agency, as indicated by the notification.
* **Timelines/Procedures:** The amendment came into effect on May 17, 2022. No other timelines or procedures are specified within the provided text. The implementation likely involves updating official maps, planning documents, and legal references to reflect the new route description.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this amendment is to provide a clear and legally sound definition of the route of National Highway No. 48. The potential impact of the amendment includes:
* **Improved transportation planning:** A more precise route definition facilitates better planning for road maintenance, upgrades, and future infrastructure development along the corridor.
* **Reduced legal ambiguities:** A clear route definition minimizes disputes related to land ownership, right-of-way, and construction permits.
* **Economic development:** The updated route may stimulate economic activity and development along the defined corridor, especially in areas connected by the spur.
**9. Conclusion:**
The amendment to the National Highways Act, 1956, concerning the route description of National Highway No. 48, represents a potentially significant update for transportation planning and infrastructure development in the states traversed by the highway. The new, detailed description, including the Tamil Nadu spur, should provide clarity and guidance for government agencies, landowners, businesses, and construction companies involved in the NH48 corridor. The key information for affected industry is the revised route description, and the potential impact on land and development along the new path.
