Will the Minister of RAILWAYS be pleased to state:
(a) the name of railway stations selected under the Amrit Bharat Station
Scheme (ABSS) in Bhagalpur Lok Sabha Constituency, Bihar along with
the status of their current progress;
(b) the work being done for development of passenger amenities, Divyang
friendly facilities, escalators, lifts, waiting rooms and parking at
Bhagalpur, Kahalgaon, Pirpainti, Naugachia and other major stations;
(c) the steps taken/being taken by the Government to connect Bhagalpur
railway station with multi-modal transport, smart station facilities and
better rail connectivity; and
(d) the likely impact of these works on tourism, trade, employment and
convenience of passengers in the Bhagalpur region?

(a) to (d): Ministry of Railways has identified Bhagalpur, Kahalgaon,
Naugachia, Pirpainti, Sabaur and Shivanarayanpur Railway Stations of
Bhagalpur Lok Sabha Constituency for redevelopment under Amrit Bharat
Station Scheme. The progress at these stations is given below:
Kahalgaon station: The development works have been completed which
includes improvement of station building, entrance porch, improvement of
circulating area, parking, new toilet, improvement of waiting hall,
executive lounge, installation of signages, Train and Coach Indication
Boards and amenities for Divyangjan.

includes improvement of station building, entrance porch, improvement of
circulating area, parking, waiting hall, toilet, executive lounge, installation
of Train and Coach Indication Boards and signages.
Shivanarayanpur station: The development works have been completed
which includes improvement of station building, entrance porch,
improvement of circulating area, parking, landscaping, waiting hall, toilets,
lifts, installation of signages, Train and Coach Indication Boards, CCTV and
amenities for Divyangjan.
Pirpainti station: The development works have been completed which
includes extension and improvement of station building, entrance porch,
improvement of circulating area, parking, waiting hall, toilets, executive
lounge, artwork, ceremonial flag, installation of Train and Coach Indication
Boards, signages and amenities for Divyangjan. Additionally, the works of
12 m wide foot over bridge have been taken up.
Naugachia station: The works of new station building, improvement of
circulating area, parking, platform shelters, improvement of platform
surface and new toilet block have been taken up.
Bhagalpur station: In recent years, the works of improvement of station
building, circulating area, platform shelter, platform surface, foot over
bridge, new waiting hall, installation of Train Indication Boards and sewage
treatment plant have been completed. The works of lift and overhead water
tank have been taken up. The work of permanent holding area for crowd
management has been sanctioned.
Further, master planning for redevelopment of Bhagalpur Railway Station
under Amrit Bharat Station Scheme has been taken up. Master planning for
development of Railway stations under 'Amrit Bharat Station Scheme' is an
iterative process requiring optimization.
Page 2 of 16At Kahalgaon, Bhagalpur, Naugachia, Pirpainti, Sabaur and
Shivanarayanpur stations of Bhagalpur Lok Sabha Constituency, amenities
for Divyangjan like station entry ramp, toilet and drinking water booth are
available.
Amrit Bharat Station Scheme envisages development of stations on a
continuous basis with a long-term approach. It involves preparation of
master plans and their implementation in phases to improve the stations of
Indian Railways. The master planning, keeping in view the necessity of
each station, includes:
Improvement of access to station and circulating areas
Integration of station with both sides of city
Improvement of station building
Improvement of waiting halls, toilets, sitting arrangement, water
booths
Provision of wider foot over bridge/subway to commensurate with
passenger traffic
Provision of lifts/escalators/ramps
Improvement of platform surface/ provision of platform shelter
Provision of kiosks for local products through schemes like ‘One
Station One Product’
Parking development
Amenities for Divyangjans
Better passenger information systems
Provision of air concourse, executive lounges, Multimodal integration,
landscaping, etc.
The scheme also envisages sustainable and environment friendly solutions
etc. as per necessity, phasing and feasibility and creation of city centre at
the station in the long term.

Bharat Station Scheme, out of which 98 stations including Bhagalpur,
Kahalgaon, Naugachia, Pirpainti, Sabaour and Shivanarayanpur railway
stations are located in Bihar. The names of stations identified for

Development works at railway stations under Amrit Bharat Station Scheme
in Bihar have been taken up at a good pace. The stations completed in
Bihar are as under:

The activities for development at other stations in Bihar have also been
taken up at good pace and progress of some of the stations is as given
below:
Gaya station: The work of new second entry arrival building has been
completed. The works of new second entry departure building, main
entry new arrival & departure building, new platform no. 8, new
platform shelters, air concourse and improvement of circulating area
have been taken up.
Muzaffarpur station: The work of combined terminal building, 3 m
wide skywalk (north side), booking counter and office buildings have
been completed. The work of main station building (phase-I), elevated
road, arrival terminal building, departure terminal building, multi-level
car parking, 6m wide skywalk (south side), 18 m wide foot over bridge
and sewage treatment plant have been taken up.
Kishanganj station: The works of platform surfacing at platform no.
1&2, drinking water taps at platform no. 1&2, improvement of
circulating area, parking at second entry, approach road and
Page 5 of 16boundary wall have been completed. The works of platform shelter
and 12 m Foot Over Bridge have been taken up.
Bapudham Motihari station: The works of new East side station
building, West side station building, arrival building, parcel office,
coolie room, GRP office, telecom building, substation building, new air
concourse and light Road Over Bridge have been taken up.
Sitamarhi station: The works of temporary booking office, parcel
building and coolie rest room have been completed. The works of new
second entry station building, main entry station building, overhead
water tank and underground water tank have been taken up.
Further, development / redevelopment / upgradation / modernisation of
stations on Indian Railways is a continuous and ongoing process and works
in this regard are undertaken as per requirement, subject to inter-se
priority and availability of funds. Development / redevelopment /
upgradation / modernisation of a station is carried out based on category
of station/condition/traffic handled etc.
Escalators and lifts at railway stations are provided as per extant policy
depending upon techno-economic feasibility and inter-se priority of the
stations. So far, 04 escalators and 10 lifts have been provided at various
railway stations in Bhagalpur Lok Sabha Constituency of Bihar.
Trains Serving Bhagalpur:
Indian Railways (IR) constantly endeavours to improve connectivity
for the travelling passengers and accordingly to facilitate the passengers
of Bhagalpur, IR have introduced 63411/63412 Sahibganj-Bhagalpur MEMU
w.e.f. 01.01.2026.
Page 6 of 16Accordingly, at present, Bhagalpur station is served by 108 train
services including 22309/22310 Howrah-Jamalpur Vande Bharat Express.

depends on various factors which include-
● Capacity of that section.
● Availability of path.
● Availability of required rolling stock.
● Availability of matching infrastructure for rolling stock.
● Maintenance requirement of railway tracks and other assets.
● Occupancy and the traffic requirement of the section.
Improving connectivity of Bhagalpur:
To improve connectivity at Bhagalpur railway station, following
works/surveys have been taken up:

requires consultation with various stake-holders including State
Governments and necessary approvals viz. appraisal of NITI Aayog,
Ministry of Finance etc. As sanctioning of projects is a continuous and
dynamic process, exact timelines depend upon appraisals and approvals by
various stakeholders.

Budget allocation in the recent years has increased significantly. Budget
allocation for infrastructure projects falling fully/partly in the Bihar is as

Sanction of any railway project depend upon many parameters/factors
which include the following:
Anticipated traffic projections and remunerativeness of the proposed
route

Connection of missing links and providing additional route
Augmentation of congested/saturated lines
Demands raised by State Governments/Central Ministries/Public
representatives,
Railway’s own operational requirements
Socio-economic considerations
Overall availability of funds
Improvement of railway infrastructure has a multiplier effect on the
economy with increased job creation and improved economic growth.
