Parliament Question: Accelerated implementation of Smart City Mission

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 3413 ANSWERED ON 23/03/2026 ACCELERATED IMPLEMENTATION OF SMART CITY MISSION 3413. SHRI LAHAR SINGH SIROYA: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether Government has accelerated implementation of Smart Cities Mission (SCM), urban transport projects and affordable housing initiatives across in the country; (b) the major smart city, metro rail and housing projects undertaken in the State of Karnataka; and (c) the outcomes of these initiatives in improving urban infrastructure, mobility and quality of life for citizens? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c): As per the provisions of Article 243W of the Constitution, in conjunction with the Seventh and Twelfth Schedules, matters relating to urban development fall within the purview of States/Urban Local Bodies (ULBs). However, Ministry of Housing and Urban Affairs (MoHUA) provides programmatic support to the States/Union Territories (UTs) in their urban development agenda through its various flagship Missions/Programmes viz. Atal Mission for Rejuvenation & Urban Transformation 2.0 (AMRUT 2.0), Smart Cities Mission (SCM), Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), Urban Transport (UT) etc. Through these Missions/Schemes, the Central Government approves the State Plans and provides the Central Assistance to the States. The projects are selected, designed, approved and executed by the States/UTs and the cities. The State Governments release funds to the cities/districts. AMRUT: The mission launched in the year 2015 in selected 500 cities (now 485 cities including 15 merged cities) and towns across the country was focused on development of basic infrastructure, in the selected cities and towns, in the sectors of water supply; sewerage and septage management; storm water drainage; green spaces and parks; and non-motorized urban transport. AMRUT 2.0 has been launched in the year 2021 in all ULBs/ cities, enabling the cities to become 'self-reliant' and 'water secure'. Providing universal coverage of sewerage and septage management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Water body rejuvenation and green spaces and parks are other components of the Mission. Under the Mission, States/UTs are empowered to select, appraise, prioritize and implement projects. Under AMRUT, States/UTs have grounded 6,000 projects worth ₹83,493.22 crore. These projects include 1,403 water supply projects worth ₹43,378.59 crore, 889 sewerage/septage management projects worth ₹34,471.1 crore, 838 drainage projects worth ₹3,017.13 crore, 348 non-motorised urban transport projects worth ₹1,022.27 crore and 2,522 green spaces & park projects worth ₹1,604.13 crore. Under AMRUT, Karnataka State has grounded 403 projects worth ₹5,112.54 crore. These projects include 44 water supply projects worth ₹2,213.09 crore, 55 sewerage/septage management projects worth ₹2,499.92 crore, 83 drainage projects worth ₹238.06 crore, 41 non- motorised urban transport projects worth ₹48.56 crore and 181 green spaces & park projects worth ₹112.91 crore. …2/--2- Under AMRUT 2.0, State Water Action Plans (SWAPs) have been approved for 8,771 projects worth ₹1,92,482.52 crore so far, which includes 3,531 water supply projects worth ₹1,19,670.51 crore, 584 Sewerage & Septage Management projects worth ₹65,624.98 crore, 2,991 water body rejuvenation projects worth ₹6,083.32 crore and 1,665 parks projects worth ₹1,103.71 crore. Under AMRUT 2.0, SWAPs of Karnataka comprising of 648 projects with a total cost of ₹10,258.46 crore have been approved so far which include 227 water supply projects worth ₹9,574.39 crore, 192 water body rejuvenation projects worth ₹542.28 crore and 1,665 parks projects worth ₹1,103.71 crore. SCM: Under the Mission, in the State of Karnataka, 7 cities, viz. Belagavi, Bengaluru, Davanagere, Hubballi-Dharwad, Mangaluru, Shivamogga and Tumakuru were selected. As reported by the State, as on 01.03.2026, a total 917 projects amounting to ₹13,819 Cr were taken up since inception of the mission, out of which 901 projects worth ₹13,499 Cr have been completed. The SCM has already come to end on 31.03.2025. PMAY-U: Land and Colonization are State subjects. Therefore, schemes related to housing for their citizens are implemented by States/UTs. However, MoHUA supplements the efforts of States/UTs, by providing Central Assistance for pucca houses to eligible urban beneficiaries across the country under PMAY-U since 25.06.2015. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 'Housing for All' Mission with effect from 01.09.2024 for implementation in urban areas across the country to construct, purchase and rent a house by eligible beneficiaries at affordable cost, for one crore additional eligible beneficiaries through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). PMAY-U 2.0 guidelines and Unified Web- portal for submitting the online applications can be accessed through https://pmay-urban.gov.in. …3/--3- PMAY-U/PMAY-U 2.0 adopts a demand driven approach wherein States/UTs have conducted demand survey through their ULBs/implementing agencies in their respective jurisdictions, based on eligibility criteria. States/UTs formulate project proposals as per their assessed demand of houses under the Scheme and get them approved by State Level Sanctioning & Monitoring Committee (SLSMC) constituted under the chairmanship of Chief Secretary of the State/UT concerned. After approval from the concerned SLSMC, States/UTs submit the proposals to this Ministry for approval of Central assistance by the Central Sanctioning and Monitoring Committee (CSMC). Accordingly, based on housing demand, the project proposal needs to be submitted by the State to the Ministry following Guidelines of PMAY-U 2.0 for seeking Central Assistance. Based on the project proposals submitted by State of Karnataka, a total of 5.77 lakh houses have been sanctioned by the Ministry under PMAY- U till 31.03.2024. Out of the sanctioned houses, 3.98 lakh houses are completed/ delivered to the beneficiaries. Urban Transport: In the last 3 years 2023-24 to 2025-26 a total of 369.244 kms metro rail projects have been sanctioned. Presently, Bangalore Metro Rail Corporation Limited has a total operational metro length of 96.10 Km. The expansion of Metro and other mass transit systems facilitates modal shift from private vehicles to public transport, thereby reducing congestion and vehicular emissions. It also improves travel reliability and contributes to reduction in greenhouse gas emissions. PM e-Bus Sewa: Under this scheme launched on 16th August 2023, 10,000 air-conditioned electric buses have been sanctioned to 116 cities across 20 States and 6 UTs including Karnataka. 10 cities of Karnataka have been sanctioned 750 electric buses under the scheme along with financial assistance for the development of associated infrastructure works including Behind-the-meter (BTM) power and civil depot infrastructure. The deployment of 10,000 electric buses aims to augment city bus operation in urban areas. Besides that, a robust national-level infrastructure ecosystem is being developed for operation of electric buses. A total of more than 500 km HT Lines has been laid for charging infrastructure and 300+ acre land developed for civil depot infrastructure to ensure seamless and efficient e-bus operation. *****
