ACCOUNTABILITY AND OUTCOME ASSESSMENT OF NSCST-2.0

Will the PRIME MINISTER be pleased to state:
(a) whether the Government has assessed the extent of implementation of National Standards for
Civil Service Training Institutions-2.0 (NSCSTI-2.0) across all eligible Central Civil Services
Training Institutions and the number of institutions yet to be covered and if so, the details thereof
along with the reasons therefor;
(b) whether any independent third-party or performance evaluation has been conducted to assess
the impact of NSCSTI-2.0 on training quality, faculty competence, governance standards and
learning outcomes and if so, the details and the findings thereof;
(c) the details of grading criteria and the institutions that have failed to achieve the prescribed
benchmark; and
(d) the details of deficiencies identified during assessment, the accountability mechanism for non-
compliance and the time-bound action plan for ensuring uniform implementation across all
eligible institutions?

(a) to (d): The National Standards for Civil Service Training Institutions (NSCSTI) has been
revised and launched as NSCSTI 2.0 on 18.07.2025. The revision of NSCSTI was undertaken to
ensure greater alignment with the objectives of Mission Karmayogi and the strategic role of Civil
Service Training Institutions (CSTIs) in institutionalizing continuous learning and delivering
competency- based training.
A review of the implementation of NSCSTI was undertaken through a structured
consultative process, wherein a national level workshop, with accredited CSTIs, was convened to
obtain detailed feedback on the existing framework. The findings from the review formed the
basis for restructuring the framework and rationalization of the assessment metrics from 59 to 43
under NSCSTI 2.0. The assessment metrics focus on themes like course design, faculty
development, resource and training targets, digitization and training delivery, training evaluation
and quality assurance, governance and operation functions of the training institution.
Under NSCSTI and NSCSTI 2.0, out of the 350 registered institutions, as on date, 210
institutions have been accredited. Training Institutes are awarded 1-Star to 5-Star ratings as per
their performance in the assessment. Out of the Institutes accredited so far, 25 have received 4-star
or above rating. The remaining institutions have ratings 3- star or below.
Page 1 of 2There have been 37 re-accreditations, based on which the ratings of 14 institutions have
increased by 1-star, 12 institutions have increased by 2-star, seven institutions have increased by
3- star, while one institution has seen a 4- star increase.
Institutions are graded across 8 assessment pillars - Training Needs Assessment, Faculty
Development, Resource & Training Targets, Trainee Support, Digitalisation, Collaboration,
Training Evaluation, and Operations & Governance - using standardised metrics on a five-stage
maturity model.
The deficiencies identified during the assessment are addressed through Quality
Improvement Plans (QIPs) based on gap analysis. The support includes mentoring, faculty
development programmes, digitisation of training content, strengthening of governance, and
establishment of continuous benchmarking and collaborative ecosystem.
