Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate:
(a) whether the Government is implementing the National Tuberculosis Elimination Programme (NTEP) and Nikshay support schemes to achieve TB elimination targets in the countryandif so, the detailsthereof;
(b) whether active TB case-finding, diagnosis, treatment and nutritional support have been effectively implemented in the districts of Katni, Panna and the town of Khajuraho in Khajuraho Lok Sabha constituency and if so, the number of cases detected, treated and curedduring the last two years;
(c) the measures taken or proposed to be taken to ensure treatment adherence, reduce drug resistance andpreventrelapse among poor TBpatients;
(d) whether TB incidence, mortality or treatment gaps persist in these areas and if so, the reasons thereforalongwith the corrective steps takeninthisregard; and
(e) the plan of the Government to strengthen district-level surveillance, community outreach andnutritionalsupport toaccelerate TBeliminationinthe said districts? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SMT. ANUPRIYAPATEL)
(a) to (e) To achieve the Sustainable Development Goals (SDGs) related to TB, the Government has implemented TB Mukt Bharat Abhiyan (National TB Elimination Programme), under the aegis of National Health Mission (NHM) across all the States/UTs (including all districts of Madhya Pradesh) in the country. These services are further strengthened through decentralized delivery at the Ayushman Arogya Mandir level, ensuring last-mile access and equity. Further, to address TB among the vulnerable population across the country, key strategies implemented are mapping of congregate settings & vulnerable population including asymptomatic,pro-active screening of vulnerable population by chest x- rayfor earlydetection, upfront nucleic acidamplification test (NAAT) for allpresumptive TB cases, timely treatmentinitiation & completion,differentiated TBcare for managinghigh-risk TBcases, nutritionsupport andpreventive treatmenttoeligible vulnerable population.
The details of TB cases detected, initiated on treatment and treated successfully, during the last two yearsin the Katni and Panna districts andat the Community Health Centre (CHC) of Khajuraho in Khajuraho Lok Sabha constituency, as reported by the State in Ni-kshay portal, are placedasAnnexure.
The measures taken under TB Mukt Bharat Abhiyan, to reduce TB incidence, mortality, strengthen surveillance, treatment adherence, reduce drug resistance, nutrition interventions,
andpreventrelapse amongall TBpatientsare asunder: Targeted interventions in high TB burden areas through State and District SpecificStrategic plans. Intensified TB case-finding among vulnerable populations through mobile diagnostic unitsfor reachingout toremote andrural areas.
Decentralization of TB screening and treatment services to the Ayushman Arogya Mandir (AAM). Provisionof free drugs anddiagnosticstoTB patients. Private sector engagement with incentives for notification & management of TBcases.
Upfront nucleic acid amplification test (NAAT), for early detection of drug resistance & ensure appropriate treatmentregimen. Fixed dose combination of drugs for drug sensitive TB and shorter, all oral & more efficacious drug resistant treatment regimen, to reduce pill burden & improve treatment adherence.
Ni-kshay Poshan Yojana of Rs 1,000 per month per patient as nutritional support for the entire durationof treatment. Provision of additional nutritional support to TB patients and household contactsunderNi-kshay Mitra initiative.
Notified TB patients are linked to a designated treatment supporter to ensure treatmentadherence. Provision of TB Preventive Treatment to contacts of TB patients and vulnerable population. Intensified Information, Education & Communication (IEC) interventions to reduce stigma, enhance community awareness and improve health seeking behaviour.
