Executive Summary:
The Ministry of Housing and Urban Affairs (MoHUA) has been implementing the Pradhan Mantri Awas Yojana-Urban (PMAY-U) since June 25, 2015, and launched PMAY-U 2.0 effective September 1, 2024, to provide pucca houses with basic amenities to eligible urban beneficiaries. AMRUT was launched on June 25, 2015, for 500 cities, and AMRUT 2.0 was launched on October 1, 2021, in all Urban Local Bodies (ULBs) to make cities self-reliant and water-secure. The PMeBus Sewa Scheme, launched on August 16, 2023, aims to augment city bus operations by deploying 10,000 electric buses on a PPP model.
Key Points / Main Content:
PMAY-U and PMAY-U 2.0:
* PMAY-U aims to provide all-weather pucca houses with basic civic amenities to eligible urban beneficiaries.
* The scheme period for PMAY-U has been extended up to December 31, 2025, to complete sanctioned houses.
* PMAY-U 2.0 aims to support 1 crore additional eligible beneficiaries over the next five years, implemented through Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH), and Interest Subsidy Scheme (ISS).
* 119.26 lakh houses have been sanctioned, 112.81 lakh grounded, and 93.61 lakh completed as of July 14, 2025.
AMRUT and AMRUT 2.0:
* AMRUT focuses on water supply, sewerage management, storm water drainage, green spaces, and non-motorized urban transport in 500 cities.
* AMRUT 2.0 aims for universal coverage of sewerage management in AMRUT cities, rejuvenation of water bodies, and development of green spaces.
* Nagpur district has undertaken water supply and green space projects under AMRUT, providing 1.13 lakh water tap connections and developing 10.58 acres of green spaces.
* Under AMRUT 2.0, projects have been approved for water supply, sewerage management, and green spaces in Nagpur district.
Solid Waste Management:
* Swachh Bharat Mission-Urban 2.0 (SBMU 2.0) aims to attain 100% Garbage Free Cities (GFC).
* Central assistance is provided for setting up waste processing facilities, including Material Recovery Facilities (MRFs), composting plants, and plastic waste processing facilities.
* A Plastic Waste Management Advisory has been developed, and Swachh Survekshan and Star Rating Protocol encourage cities to phase out single-use plastic.
Urban Transport:
* PMeBus Sewa Scheme aims to deploy 10,000 electric buses in urban areas with central assistance.
* 7,293 e-buses have been sanctioned to 14 States and 4 UTs, with 1,559 e-buses sanctioned to Maharashtra.
* Metro Rail Policy, 2017 promotes systematic planning of public transport projects, with 1,036 km of metro rail network operational in 24 cities.
* Digitization of public transport is being implemented through real-time tracking, smart cards, mobile apps, and integrated fare structures.

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the number of beneficiaries provided houses under the Pradhan Mantri
Awas Yojana - Urban (PMAY-U) along with the number of houses
approved as well as under-construction, State/UT-wise;
(b) whether any concrete initiatives have been taken to improve urban
water supply, sewerage network and green cover in Nagpur district
under AMRUT and AMRUT 2.0;
(c) if so, the details thereof along with the targets and achievements of
both the phases;
(d) the details of the initiatives taken for solid waste management and
plastic waste control in the cities of the country, especially in
Maharashtra; and
(e) whether schemes for e-buses, metro expansion and digitisation of
public transport have been implemented in the urban transport sector
and if so, the details thereof, State/UT-wise?
ANSWER

(SHRI TOKHAN SAHU)
(a): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since
25.06.2015 with an aim to provide all weather pucca houses with basic
civic amenities to eligible urban beneficiaries across the country. The
scheme period has been extended up to 31.12.2025 to complete
sanctioned houses without changing the funding pattern and
implementation methodology. Based on the learnings from the
experiences of implementation of PMAY-U, MoHUA has revamped the
scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect
from 01.09.2024 for implementation in urban areas across the country
to support 1 crore additional eligible beneficiaries in next five years.
PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led
Construction (BLC), Affordable Housing in Partnership (AHP), Affordable
Rental Housing (ARH) and Interest Subsidy Scheme (ISS).

Based on the project proposal submitted by States/Union
Territories (UTs), a total of 119.26 lakh houses including 7.09 lakh
under PMAY-U 2.0, have been sanctioned under PMAY-U by the Ministry,
so far. Out of which 112.81 lakh houses have been grounded and 93.61
lakh are completed/delivered to the beneficiaries across the country as
on 14.07.2025. State/UT-wise details of houses sanctioned, grounded
and completed under the scheme are at Annexure-I.
(b) & (c): The Atal Mission for Rejuvenation and Urban Transformation
(AMRUT) was launched by the Central Government on June 25, 2015,
for 500 cities (485 cities including 15 merged cities) across all
States/UTs in the country. The major thrust areas of the Mission are
water supply, sewerage & septage management, storm water drainage,
green spaces & parks, non-motorized urban transport.
AMRUT 2.0 scheme has been launched on October 01, 2021 in all Urban
Local Bodies (ULBs)/cities, enabling the cities to become 'self-reliant'
and 'water secure'. Providing universal coverage of sewerage &
septage management in 500 AMRUT cities is one of the major focus
areas of AMRUT 2.0. Rejuvenation of water bodies, development of
green spaces and parks are other components of the Mission.
Under AMRUT & AMRUT 2.0, States/UTs have been empowered to
select appraise, propose and implement projects.
Under AMRUT, Nagpur district has taken up 2 water supply projects
worth ₹310.95 crore and 3 green spaces & park projects worth ₹4.47
crore. Under AMRUT Mission in convergence with the State, 1.13 lakh
water tap connections (new/serviced) have been provided in Nagpur
district. 10.58 acres of green spaces area have been developed in
Nagpur district under AMRUT.
Under AMRUT 2.0, so far, 3 water supply projects worth ₹815.02 crore,
2 sewerage/septage management projects worth ₹1,743.91 crore and
one green space & park project worth ₹1.6 crore have been approved.
Approved projects cover 5.27 lakh new/service tap connection, 8.10
lakh new/service sewer connection, 1,063.64 km (new/existing) of
water network, 1,222.44 km (new/existing) of sewer network and 0.32
acre of green space area.

(d): Under Solid Waste component of Swachh Bharat Mission – Urban 2.0
(SBM-U 2.0), launched on 01.10.2021 with the objective of attaining
100% Garbage Free Cities (GFC), central assistance of fund are
provided for setting up various type of waste processing facilities such
as Material Recovery Facilities (MRFs), composting plants, bio-
methanation plants, Refused Derived Fuel (RDF) processing facilities,
plastic waste processing facilities, waste to electricity plants,
Construction and Demolition (C&D) waste plants, sanitary landfill
including Waste to Energy Plants/ CBG plant.
Under SBM-U 2.0, a total of ₹2,006.59 crores have been released to
States/UTs. In addition, the following initiatives have been taken:
i. A ‘Plastic Waste Management Advisory’ has been developed which can
be accessed at

ii. ‘Swachh Survekshan’ and ‘Star Rating Protocol’ have been introduced
and aligned with Plastic Waste Management (amendment) Rules 2021
to encourage cities to phase out single-use plastic.
(e): “PM-eBus Sewa Scheme”, launched on 16th August 2023, aims to
augment city bus operations in urban areas with Central Assistance
(CA) of ₹20,000 crore for deploying 10,000 electric buses on PPP model.
As per the extant guidelines of the scheme, cities with a population
between 3-40 lakh and other State/UT Capitals with less than 3 lakh
population as per census 2011 are eligible to participate in the scheme.
Under the scheme, as on 31.07.2025, 7,293 e-buses have been
sanctioned to 14 States and 4 UTs. Details of State/UT-wise buses
sanctioned are at Annexure-II. Out of 7,293 e-buses, 1,559 e-buses have
been sanctioned to Maharashtra. Details of buses sanctioned to various
participating cities of Maharashtra are at Annexure-III.
As on date, ₹475.44 crore has been released to 9 States/UT for
development of Associated Infrastructure (Behind-The-Meter Power and
Civil Depot Infrastructure). State/UT-wise details of funds released are
at Annexure-IV.

Government of India has issued Metro Rail Policy, 2017 for systematic
planning of public transport projects including Metro Rails in order to
achieve sustainable mobility. At present, about 1,036 km of metro rail
network including RRTS is operational in 24 cities across the country.
State/UT/City-wise details of the metro rail network are at Annexure-V.
In addition, digitization of public transport are being done through Real-
time tracking, smart cards, mobile apps (AFC/QR), ride-hailing
integration, and cross-modal fare structures are transforming public
transport operations.
