Parliament Question: Additional Allocation of Funds to Bihar for Capital Investment

Shri Giridhari Yadav: Shri Dinesh Chandra Yadav: Shri Ramprit Mandal: Will the Minister of FINANCE be pleased to state: (a) the current status of the proposal to provide additional allocation of fund(s) to the State Government of Bihar for assistance in capital investments, announced in Serial No. 32 of the Budget in July 2025; and (b) the details of the list of proposals submitted by the State Government of Bihar in this regard? ANSWER THE MINISTER OF STATE FOR FINANCE (SHRI PANKAJ CHAUDHARY) (a) & (b): No such announcement was made in July, 2025. However, in Serial No. 32 of budget speech of the financial year 2024-25, it was announced that an additional allocation to support capital investments will be provided to Bihar. Under the scheme for Special Assistance to States for Capital Investment (SASCI) 2024-25, an additional amount of Rs. 5404.17 crores for 79 capital projects was provided to Bihar. List of 79 projects submitted by Government of Bihar andapproved by the Union Government is enclosed as Annexure. In addition, in 2024-25, the Union Government has approved Kosi Mechi Intra-State Link Project in Bihar under Pradhan Mantri Krishi Sinchai Yojana- Accelerated Irrigation Benefits Programme (PMKSY-AIBP) with an estimated project cost of Rs. 6,282.32 crore, including Rs.3,652.56 crore of central assistance.Annexure referred to in reply of Lok Sabha Unstarred Question No 190 to be answered on Monday, December 01, 2025 (Rs. in Crore) List of the capital projects approved under Additional allocation to the State of Biharunder the ‘Scheme for Special Assistance to States for Capital Investment 2024- 25’.
