Will the Minister of TRIBAL AFFAIRS be pleased to state:
(a) the total number of individuals across various States who have been enrolled and provided training under the ‘Adi Karmayogi’ Mission till date, State-wise;
(b) the primary objectives of the Mission along with the specific policy framework, guidelines and action plan formulated by the Union Government for its effective implementation;
(c) the procedural mechanism for the implementation of the ‘Adi Karmayogi’ Mission and its key operational phases including a detailed step-by-step description of the same;
(d) the details of the groups, committees or cells constituted at the Village and District levels under this Mission including the criteria for their formation, designated responsibilities and functional roles; and
(e) the outcomes achieved through the implementation of the said Mission in Rajasthan so far, district-wise? ANSWER MINISTER OF STATE FOR TRIBAL AFFAIRS (SHRI DURGADAS UIKEY)
(a): The Ministry of Tribal Affairs has initiated the Adi Karmayogi Abhiyan as a capacity-building and community mobilization initiative, under which individuals have been enrolled as State/ District/ Block Master Trainers, Adi Saathis and Adi Sahyogis. As per available programme data
(approx): State Master Trainers: 200+ District Master Trainers: 2,200+ Block Master Trainers: 11,000+ Total Adi Saathis: 6,79,309 approx. Total Adi Sahyogis: 4,03,306 approx.
State-wise enrolment and participation details are maintained and updated through programme dashboards and in coordination with State Governments and district administrations, which are responsible for field-level implementation and training roll-out. State-wise data is at Annexure-1
(b): The Adi Karmayogi Abhiyan has been conceptualized to strengthen last-mile governance and
participatory development in tribal areas with key objectives including: Promoting responsive and accountable governance Enabling bottom-up planning and Village Action Plans (VAPs) Facilitating convergence of schemes of multiple Ministries/Departments Institutionalizing grievance redressal and feedback mechanisms The programme operates as a convergence and facilitation framework, while sectoral policies, scheme guidelines, and implementation frameworks continue to be governed by respective line Ministries and State Governments.
(c): The Mission follows a multi-tiered and phased implementation approach, comprising: Mobilization and registration of Adi Karmayogis through digital platforms Training and orientation via cascade model (State–District–Block–Village) Establishment of Adi Sewa Kendras (ASKs) for service delivery and convergence Preparation and uploading of Village Action Plans (VAPs) Continuous monitoring through dashboards and field-level review mechanisms Operational execution is carried out by State Governments, District Administrations, and local institutions, with Ministry of Tribal Affairs’ providing overall facilitation and coordination support.
(d): Under the Mission, institutional structures such as Adi Sewa Kendras and local volunteer networks (Adi Saathis and Sahyogis) have been developed at village level, while District and Block administrations anchor implementation and coordination.
Formation and operationalization of such structures are undertaken by State Governments and District Authorities Roles include community mobilization, grievance facilitation, scheme convergence, and support in VAP preparation(e): As per available data, the following is the progress under the Adi Karmayogi Abhiyan in Rajasthan, including:
