ADIP SCHEME AND RASHTRIYA VAYOSHRI YOJANA
2581. Shri Bhausaheb Rajaram Wakchaure:
Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether there is a provision for organizing special camps in rural areas for the distribution of
assistive aids and appliances under the Assistance to Divyangjans for Purchase/Fitting of Aids
and Appliances (ADIP) scheme and the Rashtriya Vayoshri Yojana (RVY), if so, the details
thereof;
(b) whether the Government is aware of the large number of Divyangjan and their poor
economic condition in the Sangamner Taluka of the Shirdi Parliamentary Constituency in
Ahilyanagar district, if so, the details thereof;
(c) whether there is any proposal to organize a special 'Assistive Aids Distribution Camp' in
Sangamner through the Artificial Limbs Manufacturing Corporation of India (ALIMCO), if so,
the details thereof;
(d) whether modern equipments including motorized tricycles (battery-operated tricycles) and
hearing aids are likely to be provided through the said camp and if so, the details thereof; and
(e) the timeline by which this camp is likely to be organized in Sangamner?

(a) Under the Assistance to Persons with Disabilities for Purchase/Fitting of Aids/Appliances
(ADIP) Scheme which is demand driven, assessment and distribution camps are organised across
the country, including in rural and remote areas, for providing aids and assistive devices to
eligible persons with disabilities (Divyangjan). Such camps are organised through the Artificial
1Limbs Manufacturing Corporation of India (ALIMCO), a major implementing agency under the
Scheme, in coordination with the District Administration, generally on the request of Hon'ble
Members of Parliament, Public Representatives and District Administration.
(b) Relief to persons with disabilities is primarily a State subject by virtue of Entry 9 in the State
List of the Constitution of India. The Central Government supplements the efforts of the States
for the welfare of persons with disabilities through various schemes and programmes. Specific
information regarding the number of persons with disabilities and their economic condition is not
maintained by this Department & hence such information regarding Sangamner Taluka of the
Shirdi Parliamentary Constituency in Ahilyanagar district is not available.
(c) to (e) With a view to enhancing the outreach and ensuring year-round availability of services
under the Assistance to Persons with Disabilities for Purchase/Fitting of Aids/Appliances (ADIP)
Scheme and the Rashtriya Vayoshri Yojana (RVY), the Department of Empowerment of Persons
with Disabilities (DEPwD), in association with the Artificial Limbs Manufacturing Corporation
of India (ALIMCO), has opened permanent centres across the country known as Pradhan Mantri
Divyasha-Vayoshri Kendras (PMD-VKs).
These walk-in centres provide assessment, fitting and distribution of eligible aids and assistive
devices, including motorized tricycles, hearing aids, wheelchairs, tricycles and other assistive
devices, to divyangjan and senior citizens, subject to the provisions and eligibility criteria of the
respective Schemes.
So far, 107 PMD-VKs have been opened across the country, including PMD-VK District
Disability Rehabilitation Centre (DDRC) Ahilyanagar, Maharashtra. Since a permanent PMD-
VK is operational in Ahilyanagar district, the aids and assistive devices are being provided
through the permanent PMD-VK, thereby ensuring year-round access to eligible beneficiaries.
