GOVERNMENT OF INDIA MINISTRY OF EDUCATION DEPARTMENT OF HIGHER EDUCATION LOK SABHA UNSTARRED QUESTION NO-3675 ANSWERED ON-10/08/2026 Administrative Functioning of Key Posts of NIT Srinagar 3675 Shri Mian Altaf Ahmad: Will the Minister of EDUCATION be pleased to state: (a) whether the Government has taken note of reports regarding administrative challenges and the functioning of key posts, including that of the Registrar, by faculty members on an ‘in-charge’ basis at National Institute of Technology (NIT) Srinagar; (b) if so, the details of the steps taken by the Government to ensure administrative continuity and accountability in academic and financial decision-making at the institute; and (c) whether the Government has conducted any assessment of the impact of the current leadership structure on the academic performance and institutional morale of the students and faculty at NIT Srinagar, if so, the details thereof? A N S W E R MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR) (a) to (c): National Institute of Technology Srinagar (Jammu & Kashmir) is an ‘Institute of national importance’ governed by the National Institutes of Technology, Science Education and Research Act, 2007 and the Statutes framed under the Act. The Act and Statutes defines various authorities to manage the administrative and academic affairs of the Institute and for imparting of instructions and maintenance of discipline therein. Aligned with the provisions of the Statutes of NITs, the Board of Governors i.e. the apex decision making body of NIT, Srinagar has assigned the functions of the Registrar to one of the senior faculty member of the Institute. Recently, the Ministry has, with the approval of the Hon’ble Visitor of the NITs, appointed a regular Director at NIT, Srinagar (J&K) in accordance with Section 17 of the NITSER Act, 2007.The National Institutional Ranking Framework (NIRF), launched by the Ministry of Education in September 2015, is India's premier, state-backed methodology for assessing and ranking higher education Institutions across the country. The framework addresses the vast diversity of Indian colleges and universities by providing students, parents, and policy-makers with an objective, data-driven yardstick for educational quality. The NIRF evaluate and rank higher education Institutions annually across 11 categories based on five weighted parameters namely; “Teaching, Learning and Resources,” “Research and Professional Practices,” “Graduation Outcomes,” “Outreach and Inclusivity,” and “Perception”. As far as assessment and the academic performance of the Institute is concerned, NIT Srinagar has improved substantially in NIRF rankings, climbing steadily from 82nd in 2023 to 79th in 2024, and reaching 73rd in 2025, over last three years. This positive trend highlights the Institute's successful strategic focus on upgrading its core educational metrics, strengthening research output, and improving student outcomes. *-*-*-*-*
