Parliament Question: Adoption of Delhi Declaration of AI

SHRI NEERAJ SHEKHAR: Will the Minister of ELECTRONICS AND INFORMATION TECHNOLOGY be pleased to state: (a) whether the Delhi Declaration on Artificial Intelligence (AI), adopted by 88 countries during India’s presidency/hosting of the relevant global AI forum in 2025, has been widely welcomed as a landmark step in promoting safe, inclusive, responsible and human-centric AI development across the Global South and developed nations; and (b) the key principles and commitments enshrined in the Delhi Declaration that reflect India’s vision of 'AI for All'? ANSWER MINISTER OF STATE FOR ELECTRONICS AND INFORMATION TECHNOLOGY (SHRI JITIN PRASADA) (a) and (b): In line with Hon’ble Prime Minister Shri Narendra Modi's vision, the Government is democratising the development and usage of technology. The focus is using Artificial Intelligence (AI) for solving real-world problems and ultimately improving lives of citizens. The Government of India works closely with international partners, industry, academia and States to promote responsible and inclusive use of AI. India - AI Impact Summit 2026 India co-chaired the Paris AI Action Summit 2025. Building on this momentum, India hosted the India AI Impact Summit 2026 from 16-21 February 2026 at Bharat Mandapam, New Delhi. This was the largest AI Summit held so far and first-ever to be organised in the Global South. The shift signals a broader move toward a more inclusive global AI dialogue. The Summit brought together leaders from governments, industry, academia, civil society, and startups at one platform. More than 100 countries, including 22 Heads of State or Government, and around 10 international organisations participated in it. M.A.N.A.V Vision Honourable Prime Minister Shri Narendra Modi presented India’s M.A.N.A.V. vision for AI at the summit. It presents a roadmap where technological advancement progresses in harmony with societal values: Moral and Ethical Systems, Accountable Governance, National Sovereignty, Accessible and Inclusive AI, and Valid and Legitimate Systems.The Summit concluded with the AI Impact Summit Declaration, endorsed by 92 countries and international organisations, affirming collective commitment to trusted, inclusive, democratic, and human-centric AI norms. The Declaration sets out key principles and commitments that collectively reflect India’s vision of inclusive, responsible and development-oriented AI: • First, it stresses the democratisation of AI resources, promoting affordable and equitable access to computing capacity, datasets and foundational AI tools, so that all countries, including developing economies, can participate in AI innovation. • Second, it highlights the role of AI in advancing economic growth and social good, encouraging the use of AI technologies to address development challenges and improve outcomes in areas such as public services and societal well-being. • Third, the Declaration emphasises the development of secure and trustworthy AI systems, supported by appropriate safeguards, standards and collaborative mechanisms to ensure safe and reliable AI deployment. • Fourth, it promotes AI for scientific research and innovation, including greater international cooperation among research institutions to accelerate scientific discovery. • Fifth, it focuses on access for social empowerment, ensuring that AI applications help bridge digital divides and expand opportunities for communities worldwide. • Sixth, the Declaration underscores the importance of human capital development, including AI literacy, skill development and workforce readiness to prepare societies for the AI-driven economy. • Finally, it calls for resilient, efficient and innovative AI systems, encouraging sustainable and reliable digital infrastructure to support the long-term growth of the AI ecosystem. *******
