Parliament Question: Afforestation and wildlife schemes in J&K

GOVERNMENT OF INDIA MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE RAJYA SABHA UNSTARRED QUESTION NO. 4374 TO BE ANSWERED ON 02.04.2026 Afforestation and wildlife schemes in J&K 4374. SHRI GULAM ALI: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: a) whether Government is implementing schemes namely National Afforestation Programme (NAP), Green India Mission (GIM), Integrated Development of Wildlife Habitats (IDWH), Project Tiger, National Mission for Green India and Climate Change Action Programme (CCAP) in the Union Territory of Jammu and Kashmir; b) the scheme-wise funds allocated, released and expenditure incurred during the last five years; c) the district-wise details of works undertaken under each scheme; d) the number of employment opportunities generated and beneficiaries covered; and e) the details of implementing agencies and forest divisions involved in these programmes? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) & (b) The Government of India implements schemes and programmes for afforestation, ecosystem restoration and wildlife conservation in the Union Territory of Jammu and Kashmir, including the Green India Mission (GIM), Integrated Development of Wildlife Habitats (IDWH) and Climate Change Action Programme (CCAP). Project Tiger is not implemented in the Union Territory. The National Afforestation Programme (NAP) was merged with the National Mission for Green India (NMGI) i.e. Green India Mission (GIM) in 2018. The Green India Mission (GIM) focuses on enhancing forest and tree cover and improving ecosystem services, including carbon sequestration, biodiversity conservation and livelihood support to forest-dependent communities, through activities such as afforestation, assisted natural regeneration and restoration of degraded forest landscapes. Under GIM, an amount of ₹36.72 crore has been released to Jammu and Kashmir, of which ₹33.50 crore has been utilized. The Integrated Development of Wildlife Habitats (IDWH) supports protection and management of wildlife and their habitats, including strengthening of protected areas, infrastructure development, habitat improvement and mitigation of human-wildlife conflict. Under IDWH, an amount of ₹7.53 crore has been released, of which ₹5.67 crore has been utilized.Under Climate Change Action Programme, the Government of India provides financial assistance to States and Union Territories for preparation and revisions of State Action Plan on Climate Change. For formulation and coordination of climate actions under the State Action Plan on Climate Change (SAPCC), an amount of ₹12 lakh has been released, of which ₹9.78 lakh has been utilized. The SAPCC serves as a framework for climate change mitigation and adaptation through convergence of relevant sectoral programmes and initiatives across departments. (c) The district-wise details of works undertaken under the above schemes, as provided by the Union Territory of Jammu and Kashmir, are given in Annexure-I. (d) Implementation of these schemes has generated employment through plantation activities, nursery raising, soil and water conservation works, protection measures and eco-development activities. Under the Green India Mission (GIM), as reported by the Union Territory of Jammu and Kashmir, approximately 1.50 lakh person-days of employment have been generated for 1,158 persons. Under the Integrated Development of Wildlife Habitats (IDWH), departmental workforce has been utilized. (e) As per the information provided by the Union Territory of Jammu and Kashmir, the Green India Mission (GIM) is implemented through the Forest Department with the support of 201 Village Forest Committees (VFCs)/Village Panchayat Plantation Committees (VPPCs) across 26 Forest Divisions. The Integrated Development of Wildlife Habitats (IDWH) scheme is implemented through the Department of Wildlife Protection across 8 divisions.
