AGRICULTURE INFRASTRUCTURE IN ODISHA
3860. SHRI MUZIBULLA KHAN:
Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:
(a) the number of cold storage and warehousing projects sanctioned in Odisha;
(b) the steps taken to improve post-harvest infrastructure;
(c) the funds released under the Agriculture Infrastructure Fund (AIF);
(d) whether any new Krishi Vigyan Kendras (KVKs) are proposed in Odisha; and
(e) the support extended to Farmer Producer Organisations (FPOs) in the State?

(a): As per available information, a total of 182 cold storages with the capacity of 5.79
lakh MT and a total of 723 storage infrastructure projects with a capacity of 10.91 lakh
tonnes have been sanctioned under various Government of India schemes in the State of
Odisha. Apart from this, the State of Odisha has approved 10 new cold storages under the
State Plan Scheme of financial assistance to cold storages.
(b): Government is implementing various schemes of cold storage/ storage of horticulture
produce throughout the country.
The Department of Agriculture & Farmers’ Welfare is implementing the Mission for
Integrated Development of Horticulture (MIDH), under which capital assistance is provided
for various horticulture activities, including construction/ expansion/ modernization of cold
storage facilities for perishable horticultural produce of up to 5,000 MT capacity, across the
country. The component of Cold Storage is demand/entrepreneur driven for which
Government assistance in the form of credit linked back ended subsidy is available at the rate
of 35% of the eligible project cost in general areas and 50% of the eligible project cost in case
of NE & Himalayan States, Scheduled areas, vibrant villages, Andaman & Nicobar and
Lakshadweep Islands through respective State Horticulture Missions.
Besides, National Horticulture Board (NHB) is implementing a scheme namely
“Capital Investment Subsidy for Construction/Expansion /Modernization of Cold Storages
and Storages for Horticulture Products”. Under the scheme, credit linked back-ended subsidy
at the rate of 35% of the capital cost of the project in general areas and 50% in case of North
East, hilly & scheduled areas for construction/ expansion/ modernization of cold storage and
Controlled Atmosphere (CA) storage of capacity above 5000 MT and up to 20000 MT is
available.Ministry of Food Processing Industries (MoFPI) implements a Scheme for Integrated
Cold Chain, Food Processing and Preservation Infrastructure as one of the components of
Pradhan Mantri Kisan Sampada Yojana (PMKSY) with the objective of reducing post-
harvest losses of horticulture and non-horticulture produce and providing remunerative price
to farmers for their produce. Under the scheme, Ministry provides financial assistance in the
form of grant-in-aid at the rate of 35% for general areas and 50% for North East and
Himalayan States, Integrated Tribal Development Programme (ITDP) areas and Islands for
storage and transport infrastructure and at the rate of 50% and 75% respectively for value
addition and processing infrastructure subject to a maximum grant-in-aid of Rs. 10.00 crore
per project for setting up of integrated cold chain projects including irradiation facility.
Further, to strengthen agriculture infrastructure in the country, Government has
launched Agriculture Infrastructure Funds (AIF) of Rs. 1.00 lakh crore. Under AIF, interest
subvention of 3 percent per annum is provided by Government on loans up to ₹2 crore for a
maximum period of 7 years. In addition, credit guarantee coverage is available for eligible
borrowers for loans up to ₹2 crore under the Credit Guarantee Fund Trust with the guarantee
fee borne by the Government for creation of post-harvest infrastructure including
establishment of cold storages.
In addition to the above the Government is implementing various schemes to improve
post-harvest management infrastructure and warehouse infrastructure for agricultural
(including horticulture) produce throughout the country i.e. i) Private Entrepreneurs
Guarantee (PEG) Scheme, ii) Construction of Silos under Public Private Partnership (PPP)
mode, iii) Hiring of godown from Central Warehousing Corporation (CWC)/State
Warehousing Corporations (SWCs)/State Agencies, iv) Hiring of godown through Private
Warehousing Scheme (PWS), v) Creation of godown on FCI’s owned land under Asset
Monetization, vi) Covered & Plinth Hiring (CAP) Scheme – 2025 and vii) Modified PEG
scheme for NE& HILLY States with longer guarantee period of 15 years.
In addition to these, the State of Odisha has informed that it implements a dedicated
State Plan Scheme “Post Harvest Management and Marketing support for PHM” with an
assistance of 50% to 90%.
(c): Till date, for 170241 projects, Rs. 84502.78 crore have been sanctioned under AIF
across the country. In Odisha, 398 warehouses and 40 Cold Storages and Cold chain Projects
amounting to Rs. 426.03 crore have been sanctioned under AIF. For FPOs in Odisha,
Rs. 3.69 crore have been sanctioned to 47 projects such as logistic facility, primary
processing centre etc.
(d): There are 33 KVKs functioning in the State of Odisha and there is no proposal to
establish new Krishi Vigyan Kendra (KVK) in Odisha at present.
(e): The Government of India is implementing Central Sector Scheme for “Formation and
Promotion of 10,000 Farmer Producer Organizations (FPOs)”, to form and promote 10,000
new FPOs with a total budgetary outlay of Rs.6865 crores. The scheme was launched in 2020
with the aims to collective’s farmers in order to enhance bargaining power, leverage
economies of scale, reduce cost of production and enhancing farmers’ incomes through
aggregation of their agricultural produce.
A total 471 FPOs under the Central Sector Scheme for Formation and Promotion of
10,000 FPOs have been established in the State of Odisha. An equity grant amounting to
Rs. 20.95 crore has been disbursed to a 355 FPOs. Additionally, as on date, fertilizer licenses
have been issued to 290 FPOs, seed licenses to 346 FPOs, and pesticide licenses to 187
FPOs.` Further, the Govt. of Odisha has undertaken targeted interventions to strengthen Farmer
Producer Organisations (FPOs) under Directorate of Horticulture through support to FPO
State Scheme & Promotion and Stabilization of Farmer Producer Organisations (PSFPO)
project. These initiatives focus on strengthening FPOs across the value chain by facility
market linkages, export access, credit linkage, capacity building & Post harvest Management.
The Directorate of Horticulture is organizing training programme and exposure visit for FPO
member across all 30 districts. In addition, under Agriculture Production Cluster (APC)
program 63 FPOs have been formed which are promoting cluster- based production,
aggregation and marketing of Agriculture produce particularly through women led Farmer
Producer Companies.
