AIRCRAFT ACCIDENTS AND TECHNICAL DEFECTS
3167. SHRI SHYAMKUMAR DAULAT BARVE
Will the Minister of CIVIL AVIATION
be pleased to state:-
(a) whether the Government is aware that the number of aircraft accidents, serious technical defects
and safety violations recorded by the Directorate General of Civil Aviation (DGCA) has increased
during the last five years and if so, the details thereof, year-wise;
(b) whether the prior safety advisories, directives or audit observations issued by the DGCA were not
complied with within the prescribed time in any of the said incidents and if so, the details thereof
along with the reasons for such non-compliance; and
(c) whether any penal or regulatory action has been taken against any airline, Maintenance, Repair
and Overhaul (MRO) organisation or aircraft manufacturer in connection with such incidents, if so,
the details thereof and if not, the reasons therefor?
ANSWER
Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol)
(a) to (c): Details of aircraft accidents, serious technical defects and safety violations recorded by the
Directorate General of Civil Aviation (DGCA) during the last five years are annexed as Annexure.;

DGCA has laid down Civil Aviation Requirements (CARs), safety advisories, directives and other
regulatory instructions to ensure safe aircraft operations. For monitoring compliance, DGCA has a
systematic safety oversight mechanism encompassing all aircraft and airport operators. The safety
oversight process includes regulatory audits, night surveillance, ramp inspections, spot checks and
special audits. DGCA publishes the Annual Surveillance Plan (ASP) on its website. The findings of
audits, surveillance and spot checks are followed up with the operator concerned for compliance.;

Further, the compliance of the action taken by the operator is verified during the next
audit/surveillance. In case of any violation or non compliance with the regulations detected during an
audit/surveillance, enforcement action, including imposition of financial penalty, is taken by DGCA.;
