GOVERNMENT OF INDIA MINISTRY OF CIVIL AVIATION RAJYA SABHA UNSTARRED QUESTION NO. : 2582 TO BE ANSWERED ON THE 16th March 2026 AIRWORTHINESS CERTIFICATE 2582. SHRI K.R. SURESH REDDY Will the Minister of CIVIL AVIATION be pleased to state:- (a) details of the number of airplanes that have been issued an airworthiness certificate before 1st January, 2016; (b) whether Government has data on the number of aircrafts without cockpit voice and flight data recorders, if so, the details thereof; (c) if not, whether Government plans to conduct a detailed review of all flights issued airworthiness certificate before January, 2016 that do not have a black box following the crash of air ambulance in Jharkhand; and (d) details of the number of incidents of flights caught in violation of air worthiness certificates over the past five years along with names of the operators? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol) (a): Total 2263 aircraft were registered and issued certificate of airworthiness (C of A) before 01.01.2016. (b) & (c): Aircraft operated by Non-Scheduled Operator's Permit (NSOP's) /General Aviation (GA) operator which are not equipped with Flight Data Recorder (FDR)/ Cockpit Voice Recorder (CVR) is 176. (d): Two aircraft, one of M/s Air India Limited and the other of M/s Air India Express were caught in violation of airworthiness certificate requirements over the past five years. After investigation, Directorate General of Civil Aviation (DGCA) took enforcement action, including imposing a financial penalty on the organisations, withdrawing the Form 04 approval of the post holder, and suspending the licence of the Aircraft Maintenance Engineer for three months. ******
