Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate:
(a)the year-wise amountof funds allocatedbythe Central Government toHimachal Pradeshduring
the last three yearsundervarious Central Government healthschemes;
(b) out of the above,how muchamounthasactually beenutilised inHimachalPradesh during the
said periodandhow muchamounthaslapsed, alongwith scheme-wise details;
(c)the numberof Utilisation Certificatessubmitted so far byGovernment of HimachalPradesh to
the Central Government and the numberpending,alongwith scheme-wise details; and
(d) the steps beingtakenbythe Central Government toensure proper andtimelyutilisation of the
funds allocatedunderhealth schemesinthe State?

(a) to (d): With the objective of attainment of universal access to equitable, affordable and quality
health care services, the Ministry of Health & Family Welfare is implementing National Health
Mission (NHM). Government provides technical and financial support to the States/UTs for
improvement in health infrastructure, availability of adequate human resources to health facilities,
to improve availability and accessibility to quality health care especially for the underserved and
marginalizedgroups.
Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) is a Centrally
SponsoredScheme with some Central SectorComponents which hasan outlayof Rs.64,180 Crores
for the scheme period (2021-22 to 2025-26). The measures under the PM-ABHIM focus on
developing capacities of health systems and institutions across the continuum of care at all levels,primary, secondary and tertiary, to prepare health systems in responding effectively to the current
andfuture pandemics/disasters.

Under the Centrally Sponsored Scheme for ‘Upgradation of existing Government medical colleges
for increasing UG (MBBS) seats’, 120 MBBS seats have been approved in 6 Medical Colleges
(Shimla, Kangra, Mandi, Hamirpur, Nahan and Chamba). A total central share of Rs. 35.64 crore
hasbeenreleasedin2022-23.
Under the Centrally Sponsored Scheme for Augmenting Nursing Education - Establishment of new
Colleges of Nursing in co-location with Medical Colleges, funds released/mother sanction of around
Rs 27 crore have been issued to Nursing Colleges in HimachalPradesh(Chamba, Hamirpur and
Nahan).
Under the Pradhan Mantri Swasthya Suraksha Yojana scheme, Grant in aid released in last three
financialyearsfor AIIMS Bilaspur are asunder:

Under NHM, regular interactions are held with States/UTs. Various mechanisms exist to
assess the implementation andprogress of NHMlike:
• Review of key deliverables of Record of Proceedings of previous financial year during the
NPCC meetings,
• Common Review Missions are conducted regularly in the States/UTs which looks at
financialsystems andphysical implementationof the program,
• Implementation of Public Financial Management System for monitoring and management of
funds.
• Release of subsequent instalments is done on the basis of compliance of guidelines of
Department of Expenditure, Ministry of Finance
• Submission of Financial Monitoring Reports (FMRs) by the States/UTs,
Further, monitoring and evaluation of the progress of all States/ UTs including State of
Himachal Pradesh is assessed, through review meetings, video conferences & field visits of senior
officials.
