Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to
state:
(a) the details of the budget allocated, sanctioned, disbursed and utilized under the Green
India Mission since 2019, State and year-wise;
(b) the details of the collaborations with the international entity, Non-Governmental
Organizations (NGOs) and private entities to support the funding and implementation
of the Green India Mission along with their outcomes;
(c) the details of the technological tools and monitoring systems being used to ensure
transparency and accountability in the implementation of the Green India Mission;
(d) the steps taken/proposed to be taken by the Government to involve women and
marginalized groups in the activities under the Green India Mission; and
(e) whether the Government has tracked the carbon sequestration achieved through the
initiatives under the said mission, if so, the details thereof and if not, the
considerations for the same?

(a) National Mission for a Green India (GIM) is one of the eight Missions outlined under the
National Action Plan on Climate Change. It aims at protecting, restoring, and enhancing
India’s forest cover and responding to Climate Change by undertaking eco-restoration
activities in the forest and non-forest areas. The details of budget allocated/released and
utilized under Green India Mission since 2019, State-wise and year-wise is given in
Annexure-1.
(b) State Forest Development Agencies (SFDAs) in the respective states serve as the nodal
agencies for implementing Green India Mission (GIM) activities, with active
participation of Joint Forest Management Committees (JFMCs). In addition to regular
activities under GIM, the Ministry has implemented the Ecosystem Services
Improvement Project (ESIP) in Madhya Pradesh and Chhattisgarh, with technical
assistance from the World Bank, for the period of 06 years (August 2017 to July 2023).
The primary objective of the project was to enhance forest ecosystem services andpromote community-based sustainable land management (SLM) practices in vulnerable
landscapes of both states. Aligned with the objectives of the National Mission for a
Green India, the project aimed to strengthen the overall outcomes of GIM in these
regions. Key contributions of the project include enhanced ecosystem services through
improved forest and land management practices; strengthened community livelihoods
via sustainable forest-based activities and capacity building; and improved institutional
capacities.
(c) To ensure the transparency and accountability in the implementation of the Green India
Mission, the States have been directed to submit the progress reports on periodic basis
in prescribed format along with non-diversion certificates, non-embezzlement
certificates, .kml files of implementation site with geotagged photographs.
Additionally, Ministry has also launched the National Afforestation Monitoring System
(NAMS) to monitor the overall afforestation taken up by the Government under
different initiatives/schemes including Green India Mission.
(d) The Green India Mission (GIM) is implementing its activities in selected landscapes
through the active involvement of Joint Forest Management Committees (JFMCs),
ensuring inclusive participation from all sections of society, including women and
marginalized groups.
(e) The Government has been monitoring the carbon sequestration achieved through
various afforestation and ecosystem restoration initiatives, including those under the
Green India Mission (GIM), based on data provided in the India State of Forest Report
(ISFR) published by the Forest Survey of India (FSI). As per ISFR 2021, the total
forest carbon stock in the country was estimated at 7,204 million tonnes. The ISFR
2023 further reports an increase in carbon stock to 7285.50 million tonnes, reflecting a
net gain of 81.5 million tonnes of forest carbon stock, which indicates the contribution
of ongoing forestry interventions including those under GIM.
