Parliament Question: Allocation of Funds under Mission Vatsalya Scheme

GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO.3672 TO BE ANSWERED ON 13.03.2026 ALLOCATION OF FUNDS UNDER MISSION VATSALYA SCHEME 3672. SHRI RAJIV PRATAP RUDY: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the details of the funds allocated along with the number of children benefited under each of the sub-programmes of Mission Vatsalya, State/UT-wise, till date; (b) the details of child care institutions, specialised adoption agencies/centres established under the said scheme, State/UT-wise, particularly in Bihar; (c) the details of the sponsorship care, a component under the said scheme, including the age till which the child gets the benefits; and (d) the details of the process/protocols undertaken in case of the sighting of the child needing assistance including the initiatives undertaken to create awareness and strengthen implementation of the said scheme in the country, State/UT-wise? ANSWER MINISTER OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI ANNPURNA DEVI) (a) : The details of the funds allocated along with the number of children benefited under each of the sub-programmes of Mission Vatsalya, State and Union Territory-wise, till date are at Annexure-I & II. (b) : The number of Child Care Institutions (CCIs) including Specialised Adoption Agencies funded under Mission Vatsalya Scheme during the financial year 2024-25 is placed at Annexure-III. (c) : As per Section 2 (58) of the Juvenile Justice (Care and Protection of Children) Act, 2015, sponsorship is defined as the ‘Provision of supplementary support, financial or otherwise, to the families to meet the medical, educational and developmental needs of the child’. The Ministry is implementing a centrally sponsored scheme namely “Mission Vatsalya” (erstwhile Child Protection Services (CPS) Scheme) under which support and financial assistance on predefined cost sharing pattern is provided to State and UT Governments for delivering services for children in difficult circumstances. As per the scheme guidelines, quantum of sponsorship of Rs.4000/-per child per month is available for Non- institutional Care of children in Need of Care and Protection.As per Mission Vatsalya Scheme Guidelines, the sponsorship can be extended up to 18 years of age based on reasons to be recorded in writing by Juvenile justice Board, Child Welfare Committee, or the Children’s Court. (d) : Under the JJ Act, 2015 (Sections 27-30), the Child Welfare Committees have been empowered to take decisions with regard to the children in need of care and protection including orphans, keeping their best interest in mind. They are also mandated to monitor the functioning of the Child Care Institutions (CCIs). The Ministry organizes zonal conferences and sensitization/dissemination workshops under Mission Vatsalya Scheme to create awareness and strengthen implementation. Mission Vatsalya scheme is a Centrally Sponsored Scheme (CSS) which is implemented through States/Union Territories (UTs) to deliver services for Children in Need of Care and Protection (CNCP) and Children in Conflict with Law (CCL) which include Institutional Care and Non-Institutional Care. Under the scheme Institutional Care is provided through Child Care Institutions (CCIs), as a rehabilitative measure. The programmes and activities in Homes inter-alia include age-appropriate education, access to vocational training, recreation, health care, counselling etc. Under the Non-Institutional Care component, support is extended for Adoption, Foster Care, After Care and Sponsorship.
