(a) the details of Integrated Public Health Laboratories, Block Public Health Units and Critical Care
BlockssanctionedunderPradhan Mantri-AyushmanBharat Health Infrastructure Mission (PM-ABHIM)
across the country, indicating their implementation status, State-wise, particularly in Himachal Pradesh
andKarnataka includingChikkaballapur District;
(b) the details of funds sanctioned, released and utilised for the above components in the said States
during the last three years, district wise; and
(c) whether the Government has undertaken any review of the implementation of PM-ABHIM in the
said States,if so, the details andthe outcome thereof?

(a) to (c): Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), a Centrally
Sponsored Scheme (CSS) with certain Central Sector (CS) components, aims to strengthen India's
public health system through reforms that integrate health service delivery, public health action and
health research, thereby enhancing the capacity of public health systems to effectively respond to
pandemicsandotherpublic healthemergencies.
Under the CSS component of PM-ABHIM, administrative approvals have been accorded to all
States/Union Territories for construction/strengthening and establishment of 2151 Block Public Health
Units (BPHUs), 744 Integrated Public Health Laboratories (IPHLs) and 631 Critical Care Blocks
(CCBs). The State/Union Territory-wise detailed status including Himachal Pradesh & Karnataka
includingChikkaballapur District, isplacedat Annexure-I.
Under PM-ABHIM, funds are released to States/Union Territories on a lump-sum basis based
on approved activities, enabling them to utilize the funds as per their assessed needs and priorities. The
details of Central Release and Expenditure under PM-ABHIM for Himachal Pradesh and Karnataka
from FY2023-24 toFY2025-26 are placedat Annexure-II.
Public Health and Hospitals is a State subject and implementation of the scheme is the
responsibility of the respective State/Union Territory Governments. Monitoring under PM-ABHIM is
carried out through a robust, multi-layered framework that includes review of State-wise Key
Deliverables against approved targets during NPCC meetings with all States/Union Territories, monthly
review meetings with States/Union Territories and regular assessment of performance through the
Output–Outcome Monitoring Framework (OOMF). In addition, annual Common Review Missions
(CRMs) provide independent, on-ground assessments of programme implementation, health system
strengthening, and progress on key indicators, enabling identification of gaps, course correction, and
strengthening of accountability at StateandDistrict levels.
The periodic reviews have facilitated closer monitoring of implementation, resolution of
implementation bottlenecks, strengthened coordination with the States/Union Territories, and
acceleratedprogress towards timely completionandoperationalisationof the approvedfacilities.Annexure-I
