ALLOCATION OF FUNDS UNDER PMAY-U IN TAMIL NADU
NO. 278. THIRU D M KATHIR ANAND:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) whether the Union Government has received any request from
the State Government of Tamil Nadu to increase the share of
the Union Government for construction of houses under the
Pradhan Mantri Awas Yojana – Urban (PMAY-U) and if so, the
details thereof along with the action taken thereon;
(b) whether it is a fact that the Union Government has disbursed
Rs. 10,000 crore only for the construction of 6 lakh houses
whereas the State Government of Tamil Nadu has spent
around Rs.40,000 crore out of the total investment of
Rs.50,000 crore under PMAY-U in Tamil Nadu and if so, the
details thereof; and
(c) the total number of houses sanctioned, grounded and
completed along with the details of the Union Government's
share, State-wise?

QUESTION NO. 278 FOR 07.08.2025 REGARDING ALLOCATION OF
FUNDS UNDER PMAY-U IN TAMIL NADU
(a): ‘Land’ and ‘Colonization’ are State subjects. Therefore, schemes
related to housing for their citizens are implemented by
States/Union Territories (UTs). However, Ministry of Housing and
Urban Affairs supplements efforts of States/UTs by providing Central
Assistance under Pradhan Mantri Awas Yojana - Urban (PMAY-U)
since 25.06.2015 with an aim to provide all weather pucca houses
with basic civic amenities to eligible urban beneficiaries across the
country. The scheme is implemented through four verticals i.e.,
Beneficiary Led Construction (BLC), Affordable Housing in
Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit
Linked Subsidy Scheme (CLSS). Government of India provided its
fixed share as Central Assistance. The remaining cost of the house
as per DPR is shared by States/UTs/Urban Local Bodies (ULBs) and
the beneficiaries.
Based on the learning from the experiences of 9 years
implementation of PMAY-U, MoHUA has revamped the scheme and
launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from
01.09.2024 for implementation in urban areas across the country to
support 1 crore additional eligible beneficiaries through four
verticals i.e., Beneficiary Led Construction (BLC), Affordable
Housing in Partnership (AHP), Affordable Rental Housing (ARH) and
Interest Subsidy Scheme (ISS).
The scheme guidelines of PMAY-U 2.0 have been prepared after a
series of consultations with States/UTs and a large number of other
stakeholders. As on date, 34 States/UTs including Tamil Nadu have
signed Memorandum of Agreement (MoA) with the Union
Government for implementing PMAY-U 2.0 Scheme as per the
scheme guidelines. These guidelines stipulate that the fund
required for purchase/construction of houses under the scheme is
shared among the Central Government, State/UT Government/ULBs/
Implementing agencies and the beneficiaries. Central Government
provides its fixed share as Central Assistance to act as a catalyst,
encouraging States and beneficiaries to mobilise additional
resources to construct houses under the scheme.(b): Under PMAY-U, Government of India provided fixed Central
Assistance to act as a nudge to beneficiaries. State share was not
mandatory and States/UTs could choose its share to mitigate
financial burdens of the beneficiaries. Under PMAY-U, since
inception till 14.07.2025, a total of 6,70,425 dwelling units have
been sanctioned to the State of Tamil Nadu out of which 6,07,051
are completed/delivered to the beneficiaries. Against these
sanctioned 6,70,425 dwelling units, Central Assistance of
Rs.11,036.47 crore has been approved under PMAY-U for Tamil
Nadu, out of which Rs.10,426.37 crore has been released to the
State/ Central Nodal Agencies (CNAs). The State assistance as per
the Detailed Project Reports (DPRs) submitted by the Tamil Nadu is
Rs.12,019.19 crore.
(c): Based on the project proposals submitted by States/Union
Territories (UTs), approximately 1.12 crore houses have been
sanctioned under PMAY-U by the Ministry, out of which 93.61 lakh
are completed/delivered to the beneficiaries across the country, as
on 14.07.2025. Under PMAY-U 2.0, about 7.09 lakh houses have
been sanctioned to different states till date. As on date no proposal
has been received from Tamil Nadu for sanction under PMAY-U 2.0.
State-wise details of the houses sanctioned, grounded and
completed along with details of Central assistance sanctioned and
released under PMAY-U & PMAY-U 2.0 are at Annexure.
