Adv Priya Saroj: पे(cid:282)ो(cid:871)लयम एवं (cid:292)ाकृ(cid:467)तक गैस मं(cid:287)ी Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the number of new LPG distributorships and retail outlets (petrol pumps) advertised and allotted in Uttar Pradesh since April 2023, category-wise (SC/ST/Women/OBC/General) and district-wise; (b) the number out of the above that were actually made operational till 01 November, 2025 and the average time taken from allotment to commissioning in rural and scheduled areas; (c) the number of allottees from SC/ST and women categories in Uttar Pradesh who have surrendered or failed to operationalize dealerships and the reasons recorded therefor; and (d) whether reservation guidelines for SC/ST (22.5 per cent) and women (33 percent in certain categories) are being strictly followed in the latest rounds of dealership allocation and if so, the details thereof? ANSWER पे(cid:282)ो(cid:871)लयम एवं (cid:292)ाकृ(cid:467)तक गैस मं(cid:287)ालय म(cid:581) रा(cid:207)यमं(cid:287)ी ((cid:302)ी सुरेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI) (a) to (d):Expansion of Retail Outlet (RO) and LPG distributorships network across the country including Uttar Pradesh is a continuous process which ensures adequate availability of petroleum fuels such as petrol, diesel, and LPG. Locations for setting up of Retail Outlets and LPG distributorships are identified by the Public Sector Oil Marketing Companies (OMCs) based on sale potential that makes them commercially viable. LPG distributorships: The process of applying for LPG distributorship has been greatly simplified and a transparent online selection process is in place. All applicants are required to submit their application on web-based portal https://www.lpgvitarakchayan.in. The online selection process includes, online receipt of application, processing and online draw of lots etc. The prevailing Unified Selection Guidelines for LPG distributorships, (2016) have following provisions of reservation:S. In order to improve access of LPG in rural and remote areas, OMCs have commissioned 8,017 distributorships, during 01.04.2016 to 31.10.2025 across the country, out of which 7,420 (i.e. 93%) are catering to rural areas. As of 01.11.2025, there are a total of 25,587 LPG distributorships across the country. These are served through 214 LPG bottling plant of OilMarketing Companies (OMCs) located across the country. As a result of these efforts, LPG coverage in the country has improved from 62% in April 2016 to near saturation now. In Uttar Pradesh, as of 01.12.2025 total 5 number of new LPG distributorships have been allotted (LOIs Issued) since April 2023, out of which 4 number of LPG distributorships have been commissioned. None of LPG distributorship allottees have surrendered LPG distributorship. The category-wise (SC/ST/OBC/General) and district-wise details of new LPG distributorships for State of Uttar Pradesh are given at Annexure- A. The stipulated timeframe for commissioning of LPG distributorships from the date of LOI issuance is four months. OMCs closely monitor progress and provide necessary guidance to applicants for timely completion of i.e., showroom, godown, vehicles and statutory licenses etc. Commissioning is generally achieved within this timeframe; however, where genuine difficulties arise, time extensions are also provided by OMCs. Retail Outlets: Allotment of Retail Outlets (ROs) is done by Public Sector Oil Marketing Companies (OMCs) as per their dealership selection guidelines. Further, the new Dealership Selection Guidelines, 2023 have a provision of 22.5% reservation for SCs/STs and 27% reservation for OBCs in allotment of retail outlet dealerships except Arunachal Pradesh, Meghalaya, Nagaland and Mizoram for which reservations is provided as under: State Percentage of Regular & Rural Balance % to be awarded RO Dealerships to be awarded to ‘Open’ category to ST category Arunachal 70 30 Pradesh Meghalaya 80 20 Nagaland 80 20 As per the prevailing Dealer Selection Guidelines there is no separate reservation for Women category. The allotment of Retail Outletshappens through a transparent process which includes advertisement in National/regional newspapers inviting application from eligible applicants, online submission of applications, draw of lots to select the allottee etc.Details of application Procedure / Norms / Criteria / Reservation Policy for allotment of Retail Outlet Dealerships are available at www.petrolpumpdealerchayan.in. OMCs are strictly following the reservation guidelines in advertisement of Retail Outlet. Further, in Uttar Pradesh, a total number of 3,782 new retail outlets (petrol pumps) have been allotted (LOIs Issued) since April 2023,against 6,609 locations advertised by OMCs, out of which 960 number ofretail outlets (petrol pumps)have been commissioned. The category-wise (SC/ST/OBC/General) and district-wise details of new retail outlets (petrol pumps) for State of Uttar Pradesh are given at Annexure- B. Commissioning of Retail outlet is a process which involves obtaining of various approvals inter- alia including District Magistrate’s NOC, NHAI access permission, Forest NOC, construction approval etc., as applicable. Fructification of LOIs into operationalization (Commissioning) of retail outlets is thus, dependent upon these factors. OMCs have informed that 06 number of retail outlet allottees from SC/ST categories in Uttar Pradesh have surrendered or failed to operationalize dealerships due to cancellation of LOI due to reasons
