Allocations for pollution control and NCAP
2307. SHRI S NIRANJAN REDDY:
Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to
state:
(a) the reasons for reduction in allocations (from ₹1,300 cr to ₹1,091 cr) for pollution
abatement and the National Clean Air Programme (NCAP) compared to the previous year’s
revised estimates;
(b) the extent to which the Ministry has mobilised international climate finance, green
bonds, multilateral funding and private capital to supplement budgetary resources; and
(c) the details of performance-linked financial incentives provided to States under NCAP
during the last three years, State/UT-wise?

(a): The allocation for the Central Sector Scheme ‘Control of Pollution’ increased from ₹853.9
crore in BE 2025–26 to ₹1300 crore in RE 2025–26. For BE 2026–27, ₹1091 crore has been
allocated, which is higher than that of BE 2025–26.
(b): India’s climate action is mainly financed by budgetary allocations of the respective
Ministries/ Departments that have institutionalized the respective nine Missions of the National
Action plan on Climate Change (NAPCC). India has also engaged with multilateral funds like
the Green Climate Fund (GCF) and the Adaptation Fund (AF) for financing climate action
within the country. So far, sixteen (16) projects/ programmes have been approved to India by
the GCF with a total allocation of USD 1.1 billion to mitigate and adapt to climate change in
sectors including water, clean energy, coastal, livelihood, transport, medium and small
enterprises and climate start-ups. The country has accessed resources from the Adaptation
Fund. The projects amounted to a total of USD 16.86 million for sectors covering food security,
forests, agriculture, water management, and coastal management. India has also been engaging
with the Global Environment Facility (GEF) for financing climate action.Further, Department of Economic Affairs issued a ‘Framework for Sovereign Green Bonds’ to
finance and/or refinance expenditure for eligible green projects.
(c): Details of State-wise performance-linked air quality grants provided to 130 cities of 24
States/UTs under National Clean Air Programme (NCAP) since 2022-23 till date, are enclosed
at Annexure-I.
