Parliament Question: Allotment and Occupancy of Houses under PMAY-U

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 1919 TO BE ANSWERED ON JULY 31, 2025 ALLOTMENT AND OCCUPANCY OF HOUSES UNDER PMAY-U NO. 1919. SHRI ABHISHEK BANERJEE: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the total number of houses completed under the Pradhan Mantri Awas Yojana - Urban (PMAY-U) since its inception along with the number of such houses that remain unoccupied, State-wise; (b) whether the Government has the data on the number of completed houses pending allotment or handed over without occupancy and if so, the details thereof and the reasons therefor; and (c) whether any surveys, audits or beneficiary tracking exercises have been undertaken to identify issues in allotment, infrastructure readiness or inhabitability and if so, the details of the key findings thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. The scheme period has been extended up to 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban ...2/--2- areas across the country to support 1 crore additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). PMAY-U & PMAY-U 2.0 are demand driven scheme. Selection of beneficiaries, under various verticals preferred by the beneficiaries, formulation of projects and execution including allotment of completed houses to the eligible beneficiaries are done by States/Union Territories (UTs). Based on the project proposal submitted by States/UTs, a total of 119.26 lakh houses including 7.09 lakh under PMAY-U 2.0, have been sanctioned since inception of the scheme by the Ministry. Out of which 112.81 lakh houses have been grounded and 93.61 lakh are completed/delivered to the beneficiaries across the country, as on 14.07.2025. The State/UT-wise details of houses sanctioned, grounded, completed and occupied are at Annexure. As per the scheme guidelines, the progress is monitored through Geo-tagging of various stages of construction of all houses/ projects. In addition, the Third Party Quality Monitoring (TPQM) is mandatory for States/UTs to ensure quality of construction under various components of the Mission by visiting the project site from time to time and advise States/UTs and Urban Local Bodies (ULBs) on quality related issues.
