Parliament Question: Allotment of Houses Constructed under PMAY-U

MANJU SHARMA: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details regarding the number of houses allotted under the Pradhan Mantri Awas Yojana - Urban (PMAY-U) during each of the last five years, State-wise; (b) whether a large number of houses are not being constructed within the prescribed time period and if so, the details thereof and if not, the reasons therefor; (c) the number of beneficiaries allotted houses in Rajasthan under this yojana; (d) the number of eligible beneficiaries who have not been allotted houses under the said yojana so far; and (e) the time by which such allotments are likely to be made? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (e): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country including Rajasthan. Based on the project proposal submitted by States/Union Territories (UTs), a total of 112.16 lakh houses have been sanctioned under PMAY-U by the Ministry, so far. Out of which, 93.61 lakh are completed/delivered to the beneficiaries across the country, as on 14.07.2025. The State/UT- wise details of total number of houses sanctioned, grounded and completed houses under PMAY-U during each of the last five years, including Rajasthan is at Annexure. The scheme has been extended till 31.12.2025 to complete all the houses sanctioned without changing the funding pattern and implementation methodology. …2/--2- Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries at affordable cost in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). Based on the project proposal submitted by States/UTs under PMAY- U 2.0, a total of 7.09 lakh houses have been sanctioned by the Ministry, so far. Out of which, 36,287 houses have been sanctioned in the State of Rajasthan. The timeline for completion of houses/projects varies from State to State and it generally takes 12-36 months in different verticals of the scheme and as per Detailed Project Reports (DPRs) of respective projects. The completion timeline for houses depends on various factors like availability of encumbrance free land, statutory compliances for start of construction, arrangement of funds by beneficiaries etc. The Ministry conducts regular reviews with the States/UTs to monitor progress of implementation of the scheme and expedite completion of sanctioned houses within the stipulated timeline. *****Annexure referred in reply to LS USQ No. 3141 due for answer on 07.08.2025 State/UT-wise details of houses sanctioned, grounded and completed during each of the last five years (FY 2020-25) under PMAY-U & PMAY-U 2.0 S.
