(a) the details of categories/persons who have been given benefits in the allotment of
petrol pumps and gas agencies under special concessions/exemptions particularly in Uttar
Pradesh;
(b) the procedure of allotment of petrol pumps and gas agencies for the applicants under
these special concession/exemption in Uttar Pradesh;
(c) whether petrol pump/gas agencies have been allotted under the said categories in Uttar
Pradesh especially in Etawah, Auraiya, Etah and Kasganj districts;
(d) if so, the details thereof; and
(e) the number of SC/ST individuals in Etawah, Auraiya, Etah and Kasganj districts to
whom petrol pumps/gas agencies have been allotted under special concessions/exemptions
and the current status of their operation?

(a) & (b) Public Sector Oil Marketing Companies (OMCs) have implemented new
“Dealership Selection Guidelines” for Retail Outlets w.e.f. 28.06.2023 and “Unified
Guidelines for Selection of LPG Distributorships” w.e.f. 23.6.2016. Both these
guidelines, inter alia, have a provision of 22.5% reservation for SCs/STs and 27%
reservation for OBCs in allotment of retail outlet dealerships and LPG Distributorships.
Within SC/ST, OBC & Open categories, there is reservation also for Defence personnel,
Para Military Personnel/Central/State Govt. and Central/State PSU employees, Physically
Handicapped Persons, Outstanding Sports Persons, Freedom Fighters and Primary
Agricultural Credit Society (PACS).The allotment of RO and LPG Distributorship are done by following a transparent
process which inter-alia include Advertisement in National/State news paper inviting
application from eligible participants, online submission of applications, draw of lots to
select the allottee etc.

In response to the advertisement for 6609 locationsreleased by PSU OMCs in June/July,
2023 for setting up of ROs in Uttar Pradesh, 3654 Letter of Intents (LOIs)have been
issued and 817 ROs have been commissioned in Uttar Pradesh as on 01.07.2025. This
includes 132 LOIs issued in Etawah, Auraiya, Etah and Kasanj districts out of which 30
ROs have been commissioned.
As on 01.07.2025, category-wise details of LPG distributorships across Uttar Pradesh
and in Etawah, Auraiya, Etah and Kasganj districts are as below:-

As on 01.07.2025, OMCs have advertised 1051 locations in the state of Uttar Pradesh
under Unified Selection Guidelines, 2016 for selection of LPG distributorships, out of
which 1035 locations have been commissioned. This includes 32 locations advertised in
Etawah, Auraiya, Etah and Kasganj districtsand all have been commissioned &
operating. Category-wise breakup of these allotment in Uttar Pradesh and Etawah,
