Parliament Question: Amrit Bharat Station Scheme for Rampur Railway Station

GOVERNMENT OF INDIA MINISTRY OF RAILWAYS LOK SABHA UNSTARRED QUESTION NO. 536 TO BE ANSWERED ON 23.07.2025 AMRIT BHARAT STATION SCHEME FOR RAMPUR RAILWAY STATION 536. SHRI MOHIBBULLAH: Will the Minister of RAILWAYS be pleased to state: (a) the manner in which the Amrit Bharat Station Scheme aims to modernize and upgrade railway stations across the Country highlighting the key objectives of the scheme; (b) the details of budget allocated and proposed to be utilised for the renovation of Rampur Railway station under the said Scheme; (c) the current status of the renovation work of the said station along with the expected completion date thereof; (d) the steps taken/being taken by the Government to improve passenger amenities at the said station such as waiting rooms, food stalls and drinking water facilities; (e) the measures taken/being taken by the Government to ensure that the renovation of the said station is completed within the scheduled timeframe and budget; and (f) the steps taken/being taken to ensure that the renovated Rampur Railway station is accessible and inclusive for passengers with disabilities and other special needs? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (f) Rampur railway station is located in the state of Uttar Pradesh and it has been identified for development under Amrit BharatStation Scheme. For development works at the station, tenders have been awarded and development works like platform surfacing, waiting hall, improvement to circulating area, platform shelter etc. and Divyangjan facilities like ramps, tactile pathways, low height ticket counters, low height water booths, toilets, parking etc. have been taken up. To cater to the requirement of passengers, adequate catering/vending facilities have been made available at Rampur station which include 04 catering units, 02 milk stalls and 02 water vending machines. Catering/Vending units are provided at stations under the framework of extant policy guidelines. Upgradation/Modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, inter-se priority, availability of funds etc. Amrit Bharat Station Scheme envisages development of stations on a continuous basis with a long-term approach. It involves preparation of master plans and their implementation in phases to improve the amenities at the stations like improvement of station access, circulating areas, waiting halls, toilets, lift/escalators as necessary, platform surfacing and cover over platform, cleanliness, free Wi-Fi, kiosks for local products through schemes like ‘One Station One Product’, better passenger information systems, executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station.The scheme also envisages improvement of building, integrating the station with both sides of the city, multimodal integration, amenities for Divyangjans, sustainable and environment friendly solutions, provision of ballastless tracks, etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. Stations being developed under the Amrit Bharat Station Scheme are being planned in accordance with the accessibility requirements for Divyangjans (persons with disabilities), as outlined in the relevant gazette notifications. Similarly, other stations across the network are also being taken up for providing accessible amenities in a phased manner. So far, 1337 stations have been identified for development under Amrit Bharat Station Scheme, out of which 157 stations are located in the state of Uttar Pradesh. Till now, phase-I works of 20 stations (Ayodhya Dham, Balrampur, Bareily City, Bijnor, Fatehabad, Gola Gokarnath, Gomti Nagar, Govardhan, Govindpuri, Hathras City, Idgah Agra Jn., Izzatnagar, Mailani, Pokhrayan, Ramghat Halt, Saharanpur Jn., Siddharth Nagar, Suraimanpur, Swaminarayan Chappia, Ujhani) in the state of Uttar Pradesh have been completed under this scheme. The works at other stations have also been taken up at good pace and progress of some of above stations is as given below:● At Ghaziabad station, structural work of station building at main entry side and second entry side, foundation work of Foot Over Bridge, roof plaza, electrical substation at main entry side and second entry side, Magistrate building, Government Railway Police and Railway Protection Force buildings have been taken up.  At Sitapur Junction station, work of improvement of old station building, platform flooring, platform shelter, boundary wall have been completed and works of construction of new station building foundation, Foot Over Bridge, pay & use toilet renovation, circulating area, parking etc. have been taken up.  At Jaunpur Junction station, structural work of new station building, platform shelter and toilet block have been taken up.  At Jaunpur City station, work of platform shelters have been taken up.  At Modi Nagar station, work of improvement to station building, improvement to waiting area and toilets, 12 m wide Foot Over Bridge, new platform shelters, have been completed and work of minor finishing items of building, platform surfacing, signage, improvement to circulating area and parking have been taken up.  At Prayagraj station, structural work of Rail Mail Service building, parcel building, arrival buildings, basement plaza at second entry, Electrical substation have been completed and finishing work of these structures have been taken up. Extension work of Foot Over Bridge no. 2 has been completed. Structural work of second entry station building, work of air concourse and relocated structures have been taken up.Development / Upgradation / Modernization of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation of funds for development and maintenance of stations are maintained Zonal Railway-wise and not Work-wise or Station-wise. Passenger amenities are generally funded under Plan Head-53 ‘Customer Amenities’. Rampur railway station in the state of Uttar Pradesh is covered under Northern Railway Zone and the fund allocation to Northern Railway for development and maintenance of stations under Plan Head-53 ‘Customer Amenities’, for the year (BE 2025-26) is ₹ 2,216 Cr. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, air-port clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time.
