Parliament Question: Amrit Bharat Station Scheme for Thawe Junction

GOVERNMENT OF INDIA MINISTRY OF RAILWAYS LOK SABHA UNSTARRED QUESTION NO. 4391 TO BE ANSWERED ON 20.08.2025 AMRIT BHARAT STATION SCHEME FOR THAWE JUNCTION 4391. DR. ALOK KUMAR SUMAN: Will the Minister of RAILWAYS be pleased to state: (a) whether it is a fact that Thawe Junction Station has been included in the Amrit Bharat Station Scheme for the development and the works under the said scheme have been completed; (b) if so, the details thereof and if not, the reasons therefor; (c) whether some works under the said scheme are pending and would be completed in due course due to non-availability of financial assistance from the Government and if so, the details thereof; (d) whether it is a fact that after the completion of work under the said Scheme, the stations would be developed to get super trains facilities to various stations of the Country; (e) the details of pending works of Thawe Junction Station under the said scheme; (f) the details of the amount of fund sanctioned and spent under the said scheme till date and stipulated time for sanctioning the rest amount under the said scheme; and (g) whether the Government is monitoring the work of the Thawe Junction development under scheme and if so, the details thereof? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (g) Thawe station has been identified for development under AmritBharat Station Scheme. The works taken up for development of Thawe station have completed which include improvement of station building, waiting room, approach road, entrance gate, booking counter, circulating area, parking area, platform extension, platform raising, platform surfacing, signages, new toilets, new platform shelters etc. To enhance customer experience and provide better amenities, Indian Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider Foot Over Bridge/air concourse commensurate with passenger traffic  Provision of lift/escalators/ramp  Improvement /Provision of platform surface and cover over platforms  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans  Better passenger information systems  Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term.Under this scheme, 98 stations including Thawe station located in the state of Bihar have been identified. Brickwork and plaster of new station building and toilet block, circulating area development work, drain work, porch erection work have been taken up.  Gaya station: Structural works of second entry (West side) departure and arrival building, main entry (East side) departure building, new pilgrimage building and underground tank have been completed. Two floors of new multi-level two-wheeler parking have been commissioned, work on additional two floors has been takenup. Work of construction of air concourse, finishing work of station buildings, new platform shelters, circulating area development etc. have been taken up.  Muzaffarpur Junction station: Structural work of new Combined Terminal Building has been completed and new ticket booking office is commissioned. Structural work of second entry side arrival and departure block building and service buildings have been completed. Works of construction of main entry station building, finishing work of second entry side station buildings, construction of Foot Over Bridge, circulating area development, elevated road work have been taken up. The phasing of the station development projects depends on several factors like requirement, level of existing infrastructure, changes in station footfall, development of adjoining areas and their interaction with the station, changes in complementary mode of transport, availability of funds, inter-se priority etc. This is a gradually evolving process depending upon a numbers of variables and no time frame can be indicated at this stage. Upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, inter-se priority, availability of funds etc. The priority for development/upgradation of stations is accorded to higher category of station over lower category of station while sanctioning and executing the works. Funds allotment: Indian Railways is committed to provide enhanced and modern amenities to passengers. During recent years, large investments havebeen made by Ministry of Railways for upgradation of customer amenities as compared earlier period. Expenditure under Plan Head–53 ‘Customer Amenities’ during 2004-14, 2014-25 and 2025-26 is as under: Period Expenditure under Plan Head–53 ‘Customer Amenities’ 2004-14 ₹ 6,733 crores 2014-25 ₹ 35,591 crores 2025-26 ₹ 3,701 crores (up to July, 2025) Further, development / upgradation / modernization of stations including Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not work-wise or station-wise or state-wise. The state of Bihar is covered under the jurisdiction of four railway zones, namely, Eastern Railway, Northeast Frontier Railway, North Eastern Railway and East Central Railway. For the last three years and the current year, ₹ 6,056 crore has been allocated while an expenditure of ₹ 4,581 crore has been incurred during the last three years and current year (up to July, 2025). Train connectivity for Thawe station: Indian Railways is committed to run more trains on its network. However, introduction of new trains, increase in frequency of existing trains, extension of existing trains etc. on any route/section depends on various factors which include: ● Capacity of that section ● Availability of path● Availability of required rolling stock ● Availability of matching infrastructure for rolling stock ● Maintenance requirement of railway tracks and other assets Considering the above factors, presently, 06 Mail/Express and 22 Passenger regular train services are catering to the needs of passengers of Thawe station. These services are providing connectivity to various destinations like Siwan, Patliputra, Gorakhpur etc. Further, 05305/06 Chhapra-Anand Vihar (T) Special and 05059/60 Kolkata-Lalkuan Special services are providing connectivity for Delhi and Kollkata area. Moreover, to provide additional services to the passengers of Thawe, it has also been decided to extend 19045/46 Surat-Chhapra Express upto Thawe. Besides, Siwan, located at a distance of 28 km from Thawe, is also very well connected to metropolitan cities like Mumbai, Delhi etc., which may also be availed by the passengers of Thawe. To increase the capacity of the rail network and hence to run more trains, Indian Railways have taken up network expansion works in a big way. *****
