SHRI ADITYA YADAV: Will the Minister of PLANNING be pleased to state: (a) the details of specific analytical indicators and socio-economic metrics developed by NITI Aayog to measure, monitor and address the widening regional economic and per-capita income disparities between highly industrialised States and lagging States; (b) the nature of planning assistance or policy recommendations provided to the Ministry of Finance to correct fiscal imbalances faced by heavily indebted or low-resource States; (c) whether NITI Aayog's cooperative federalism indices such as the State Health Index or Innovation Index take into weightage the structural historical disadvantages of backward regions and if so, the details thereof; and (d) the details of concrete policy models proposed to revive agrarian economies and prevent large-scale unorganised distress migration to urban conglomerates? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS & PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) Page 1 of 2(a) & (b) NITI Aayog released the second edition of “Fiscal Health Index (FHI)” on 11th March, 2026. The FHI provides a comprehensive, data driven assessment of the fiscal health of States and to support evidence based fiscal policymaking. It highlights policy priorities such as strengthening state’s own revenue mobilisation, improving the quality of expenditure, rationalising committed expenditure, adopting medium term fiscal planning frameworks, enhancing public financial management systems, improving fiscal transparency, and monitoring off budget borrowings. (c) NITI Aayog has developed various indices, including State Health Index and India Innovation Index, to support evidence-based policymaking and foster cooperative and competitive federalism. These indices are based on clearly defined methodologies and indicators drawn from official data sources. The methodologies of these indices are designed to facilitate objective comparison across States/UTs by using standardized indicators and transparent frameworks, while taking into account relevant structural and contextual factors, such as geographical size, governance and fiscal characteristics, as appropriate to the respective index. (d) Government of India is implementing several schemes/ programmes viz. Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), Pradhan Mantri Kisan Maan Dhan Yojana (PM-KMY), Pradhan Mantri Fasal Bima Yojana (PMFBY), Modified Interest Subvention Scheme (MISS), Agriculture Infrastructure Fund (AIF), Formation and Promotion of 10,000 new Farmer Producers Organizations (FPOs), Namo Drone Didi, National Mission on Natural Farming (NMNF), Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA), Agri Fund for Start-Ups & Rural Enterprises’ (AgriSURE), Paramparagat Krishi Vikas Yojana (PKVY), Soil Health & Fertility (SH&F) etc. for the welfare of farmers. ***** Page 2 of 2
