SHRI RADHAKRISHNA: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the details of AWCs , Mini-AWCs sanctioned, operational, State-wise, year-wise during the last five years; (b) the number of AWCs approved, upgraded to Saksham Anganwadis, State and year-wise during the last five years; (c) the number of AWCs having pucca buildings, drinking water and toilet facilities and those without building, State- wise and year-wise for past five years; (d) the details of sanctioned posts, actual strength and vacancies code-wise across ICDS, including AWWs, AWHs, Supervisors, CDPOs, DSWOs, State-wise, year-wise during the said period; (e) whether it is a fact that sanctioned number of AWCs and ICDS personnel has not kept pace with the population growth in States; and (f) if so, the reasons therefor and corrective measures taken by the Government thereon? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) The State and UT wise details of sanctioned and operational Anganwadi Centres under Mission Saksham Anganwadi and Poshan 2.0 are at Annexure I. (b) The State and UT wise details of AWCs approved and upgraded to Saksham Anganwadis are at Annexure II. (c) The State and UT wise details of AWCs with pucca buildings, drinking water and toilet facilities are at Annexure III. (d) The State and UT wise details of sanctioned posts, actual strength and vacancies for AWWs, AWHs, Supervisors and CDPOs is at Annexure IV.(e) and (f) To ensure effective delivery of services under Mission Saksham Anganwadi and Poshan 2.0, Relocation guidelines have been issued requesting States and UTs to revisit and rationalize the location of AWCs as per their requirement so as to optimally serve the intended beneficiaries. Under PM-JANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan), in PVTG (Particularly Vulnerable Tribal Groups) Areas 2,500 Anganwadi Centres (AWCs) have been sanctioned for construction. Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) launched by the Ministry of Tribal Affairs (MoTA) focusses on convergence, outreach and saturation in approximately, 63,843 villages. Under DAGJUA, 875 AWCs have been sanctioned for construction. Under VVP (Vibrant Village Programme) - Phase I, focusing on Northern border areas, 5 new AWCs in Arunachal Pradesh have also been sanctioned for construction. Further, Mission Saksham Anganwadi and Poshan 2.0 is a Centrally Sponsored scheme. The Central Government is responsible for policy and planning and the State Governments and UT Administrations are responsible for day-to-day program implementation including recruitment for implementation of the scheme.
