Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING

be pleased to state:
(a)whether the Government is aware of the acute shortage of functional Animal Birth Control
(ABC) centres and inadequate veterinary infrastructure in several cities, including Delhi, affecting
the humane implementation of Supreme Court directions on stray dog management;
(b)whether the funds allocated to urban local bodies and implementing NGOs for sterilisation and
vaccination of stray dogs are grossly inadequate compared to actual operational costs, resulting in
delays, poor facilities, and non-compliance with Animal Birth Control Rules, 2023;
(c) whether the Government proposes to enhance budgetary support, standardise cost norms, and
ensure timely reimbursement to implementing agencies for effective control of the stray dog
population and prevention of rabies; and
(d) if so, the details of infrastructure strengthening measures, additional funds sanctioned or
proposed, and mechanisms established to monitor compliance, quality, and humane treatment in
ABC programmes across States and Union Territories?

(a) to (d) The control of stray animal population is the mandate of the Local Bodies. The
Central Government has framed Animal Birth Control Rules, 2023. According to the said Rules,
the Local Authorities are mandated for establishment of infrastructure for the Animal Birth Control
Centers. The requisite funds are provided by the State and Union Territory Government based on
the budget provision. However, as required under the Rule, till date 78 Animal Birth Control
Center have been granted ABC project recognition. The Animal Birth Control Rules, 2023
provides for three tier monitoring committees for monitoring and successful implementation of the
programme.
