(a) whether the Government has taken any initiative to make animal husbandry a means of self-
employment in the hilly areas of Uttarakhand;
(b) if so, the details of schemes being implemented by the Government to increase milk production
in Haridwar;
(c) whether the Government has strengthened animal health and vaccination campaign in this regard;
and
(d) whether there is any plans of the Government to set up dairy processing units in the State and if
so, the details thereof?

(a), (b) and (d) Yes, Sir. In order to complement and supplement efforts of the States to make Animal
Husbandry a means of self-employment the Department of Animal Husbandry and Dairying is
implementing the following schemes across the country including Haridwar district of Uttarakhand:
1. Rashtriya Gokul Mission (RGM): RGM is implemented for development and
conservation of indigenous breeds, genetic upgradation of bovine population and
enhancement of milk production and productivity of bovines with the following major
components:
(i) Nationwide Artificial Insemination Program is being implemented to enhance
artificial insemination coverage in districts with less than 50% Artificial Insemination
Coverage. A total of 156922 Artificial insemination have been conducted in Haridwar
district of Uttarakhand.
(ii) Accelerated breed improvement programme using IVF technology and sex sorted
semen is being implemented for rapid genetic upgradation of bovine population;
(iii) Multi-purpose Artificial Insemination Technicians in Rural India (MAITRIs) Under
the component community resource persons are trained and equipped to deliver
breeding inputs and veterinary first-aid at farmers’ doorstep. As on date, a total of 817
MAITRIs has been trained and equipped in Uttarakhand.
(iv) Under the component of establishment of breed multiplication farm, which has now
been closed, 50% capital subsidy was provided to entrepreneurs for producing high
genetic merit animals. This was aimed at ensuring availability of such animals to the
dairy farmers. Under the component, 5 breed multiplication farms were sanctioned
for Uttarakhand, including 1 in Haridwar district.2. National Livestock Mission (NLM) : Under the entrepreneurship component of the NLM
scheme, NLM-Entrepreneurship Development Programme (NLM-EDP), a 50% capital
subsidy, up to Rs. 50 lakh, is provided for the establishment of poultry, sheep, goat, pig,
horse, camel, and donkey breeding farms, as well as feed and fodder units. Under NLM-
EDP 70 projects have been approved for entrepreneurs of Uttarakhand State with a total
project cost of Rs. 30.73 crores.
3. National Programme for Dairy Development (NPDD): NPDD is implemented with
following 2 components:
(i) Component ''A'' of NPDD focuses on creating/strengthening of infrastructure for
quality milk testing equipment as well as primary chilling facilities for State
Cooperative Dairy Federations/ District Cooperative Milk Producers’ Union/
Self Help Groups (SHGs)/ Milk Producer Companies/ Farmer Producer
Organizations. Under this component 4 project approved with the total project
cost of Rs. 7504.26 lakh in Uttarakhand including Haridwar.
(ii) Component ''B'' of the NPDD scheme "Dairying through Cooperatives” aims to
increase sale of milk and dairy products by increasing farmer’s access to
organized market, upgrading dairy processing facilities and marketing
infrastructure and enhancing the capacity of producer owned institutions. Under
this component 1 project sanctioned with a grant of Rs. 575.84 lakh in
Uttarakhand.
Further, as informed by the State Government a new modern milk processing
plant at Nanital, with the capacity of 1.50 lakh litre per day has been approved
under NABARD funded Rural Infrastructure Development Fund (RIDF)
scheme with the total project cost of Rs. 8076.82 lakh and enhancement of
processing capacity of 1 dairy plant at Champawat with the total project cost of
Rs. 806.80 lakh under NABARD funded RIDF scheme.
4. Animal Husbandry Infrastructure Development Fund (AHIDF): AHIDF provides interest
subvention at the rate of 3% per annum for creation/ strengthening of livestock product
processing and diversification infrastructure thereby providing greater access for
unorganized producer members to organized market. In the State of Uttarakhand, 2
projects have been approved under the scheme with the total project cost of Rs 9.60 crore.
(c) Department of Animal Husbandry and Dairying, Government of India, is implementing
Livestock Health and Disease Control Programme (LHDCP), which aims to provide prophylactic
vaccination against animal diseases, build the capacity of veterinary services, strengthen disease
surveillance, and enhance veterinary infrastructure. Also, a new component of Pashu Aushadhi is
added under the scheme to ensure availability of affordable generic veterinary medicine across the
country through Pradhan Mantri Kisan Samriddhi Kendras (PM-KSK) and Cooperative Societies.
This will create an ecosystem for Generic Medicine which will be affordable and of good quality.
Under the scheme in the State of Uttarakhand, so far 1.23 crore vaccination performed against Foot
and Mouth Disease (FMD), 2.39 lakh against Brucellosis, 0.28 lakh against PPR and 37 lakh against
Lumpy Skin Disease (LSD). In the Haridwar district so far 16.61 lakh vaccination have been
performed against FMD, 0.23 lakh against Brucellosis, 2010 against PPR and 3.35 lakh against LSD.
A total of 60 Mobile Veterinary Units (MVU) is operational in the State including 5 MVU operational
in Haridwar district.
