(a) the current status of fund disbursement under Animal Husbandry Infrastructure
Development Fund (AHIDF), sector and State-wise, including Madhya Pradesh and
Maharashtra;
(b) whether AHIDF remained under-utilized in some States, if so, the reasons therefor,
Statewise;
(c) the steps taken by the Government to expedite the application and approval process for
projects under AHIDF to ensure timely benefit to entrepreneurs;
(d) the manner in which Government is ensuring that individual entrepreneurs and women
entrepreneurs are adequately aware of and able to access the benefits of AHIDF, including the
interest subvention and credit guarantee provisions; and
(e) the estimated impact of AHIDF in increasing farmers' income, particularly for those involved
in dairy and meat production?

(a) The current status of fund disbursement under the Animal Husbandry Infrastructure
Development Fund (AHIDF), sector and State-wise, including Madhya Pradesh and
Maharashtra is given in the Annexure I.
(b) Yes Sir, Animal Husbandry Infrastructure Development Fund (AHIDF) is under utilized in
North Eastern States and Himalayan States due to limited credit availability, low private sector
participation, geographical & logistical constraints specifically in North Eastern Region (NER)
& Himalayan states, Infrastructural challenges, Land availability.
However, the credit availability of the scheme is Rs 25,005 crore out of which Rs. 21,190.68
crore is already utilized under AHIDF, which has been invested across the various States as per
the demand. This reflects the overall success of the scheme.
(c) In order to expedite the application and approval process for projects submitted under
AHIDF, the Department has taken the following steps:i. Streamlining of the online application process through the dedicated AHIDF portal
(ahidf.udyamimitra.in) to facilitate ease of doing business and faster submission.
ii. Engagement of Project Monitoring Agencies (PMAs) to provide technical support to
applicants in preparing Detailed Project Reports (DPRs) and facilitating bank linkages.
iii. Regular review meetings with banks, State Nodal Agencies, and other stakeholders to
address bottlenecks and monitor implementation progress.
iv. Capacity building of field officers and nodal officials through structured training
sessions.
v. Department hold meetings of the Project Approval Committee (PAC)/ Project
Sanctioning Committee (PSC) at regular intervals to ensure timely consideration and
approval of projects.
vi. To ensure the smooth implementation of AHIDF nodal officers are nominated from all
the States and Banks to coordinate various issues.
(d) To ensure the participation of individual entrepreneurs, including women entrepreneurs, the
Department is conducting awareness campaigns, both online and offline, in collaboration with
State Animal Husbandry Departments, industry associations, various banks etc. Training
programs, Conclaves, webinars, and workshops are being organised to educate potential
beneficiaries on scheme benefits, application process, and eligibility. AHIDF Portal is
integrated with the all India network of Common Service Centers for handholding the
applicants from the rural parts of the country. The department also conduct outreach
programmes through the CSC for the rural farmers of the country. Pashu Sakhies are also
involved for creating awareness as participation in the scheme.
(e) With respect to estimated impact, since the inception of the Animal Husbandry
Infrastructure Development Fund (AHIDF), 402 projects have been approved with a total
project cost of ₹14,413.88 crore and term loan of ₹10,095.23 crore.
Additionally, 37 projects with the project cost of Rs. 6776.80 crores and term loan of Rs.
4575.25 crores have also been approved under the Dairy Infrastructure Development Fund
(DIDF) which has now been subsumed in AHIDF vide cabinet approval dated 01.02.2024.
These AHIDF approved projects which are at various stages of implementation and have the
potential to create the impact through generating employment for 43,372 personnel, benefiting
approximately 25 lakh farmers. Through these units additional capacity creation of 214.73 lakh
LPD in dairy processing, 9.70 lakh MTPA in meat processing, 100.22 lakh TPA in animal feed
production, and 10,351 MTA under animal waste to wealth management; veterinary vaccine
and drug manufacturing capacity of 3 crore injectable doses, 70 lakh vials, 52.75 lakh liquid
drugs, 1 crore ointments, 36 crore tablets, 90 lakh bolus and 60,000 kg powder, and
technologically assisted breed improvement and multiplication farms covering 25 crore poultry
birds, 2300 cattle, 110 pigs, and 191 crore eggs have been envisaged.
AHIDF aims to enhance the processing capacities and value addition for the livestock products
which in turn help the farmers to get the remunerative price. Further, this scheme has the
provision for upgraded technology intervention which will in turn increase the productivity. By
creating modern infrastructure for dairy, meat processing, animal feed plants, and other allied
activities, the scheme is expected to create potential through improved value addition, increased
market access thereby providing remunerative prices for livestock products.
