Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री
be pleased to state: (̧a) the measures taken by the Government to improve the animal husbandry infrastructure in the country;
(b) the key schemes or initiatives being implemented to support farmers and enhance productivity in the animal husbandry sector;
(c) the details of funds allocated and utilized under these schemes during the last five years, State/UT- wise, especially in West Bengal; and
(d) the steps taken by the Government to address challenges such as disease outbreaks, fodder scarcity, or lack of veterinary services faced by livestock rearers? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)
(a) and (b) The Central Government is providing incentives to strengthen infrastructure for dairy processing, meat processing, animal feed plants, livestock farms, breed improvement infrastructure through (a) Infrastructure Development Fund, (b) National Livestock Mission, (c) Rashtriya Gokul Mission and (d) National Programme for Dairy Development (NPDD).The aforementioned, schemes
are targeted to benefit the farmers involved in the livestock sector in the following manners:
(i) Under the NLM, the Entrepreneurship Programme (NLM-EDP) is a key component under which 50% capital subsidy up to Rs.50.00 lakh is provided to individuals, Farmer Producer Organizations
(FPOs), Self-Help Groups (SHGs), Joint Liability Groups (JLGs), Farmer Cooperative Organizations
(FCOs) and Section 8 companies. This subsidy supports the establishment of rural poultry breeding farms, sheep/goat, pig, camel, horse, donkey breeding farms, as well as fodder value-addition units such as hay, silage, Total Mixed Ration (TMR), fodder blocks and fodder seed processing, grading and storage units.
(ii) Rashtriya Gokul Mission (RGM): RGM is implemented for development and conservation of indigenous breeds, genetic upgradation of bovine population and enhancement of milk production and productivity of bovines.
(iii) National Programme for Dairy Development (NPDD): NPDD is implemented with following 2 components:
(i) Component ''A'' of NPDD focuses on creating/ strengthening of infrastructure for quality milk testing equipment as well as primary chilling facilities for State Cooperative Dairy Federations/ District Cooperative Milk Producers’ Union/ Self Help Groups (SHGs)/ Milk Producer Companies/ Farmer Producer Organizations.
(ii) Component ''B'' of the NPDD scheme "Dairying through Cooperatives” Japan International Cooperation Agency (JICA) assisted, aims to increase sale of milk and dairy products by 1increasing farmer’s access to organized market, upgrading dairy processing facilities and marketing infrastructure and enhancing the capacity of producer owned institutions.
(iv) Under the Infrastructure Development Fund, the following two schemes are implemented:
(a) Supporting Dairy Cooperatives & Farmer Producer Organizations engaged in dairy activities (SDCFPO): To assist the State Dairy Cooperative Federations by providing interest subvention (regular 2% and additional 2% on prompt repayment) with respect to soft working capital loan to tide over the crisis on account severely adverse market conditions or natural calamities.
(b) Animal Husbandry Infrastructure Development Fund (AHIDF): AHIDF provides interest subvention at the rate 3% per annum for creation/ strengthening of livestock product processing and diversification infrastructure thereby providing greater access for unorganized producer members to organized market.
(c) The details of funds allocated and utilized under these schemes during the last five years, State/UT- wise, especially in West Bengal is at Annexure I
(d) The Central Government is implementing the Livestock Health and Disease Control Programme
(LHDCP): to provide for prophylactic vaccination against animal diseases, capacity building of veterinary services, disease surveillance, and strengthening veterinary infrastructure. Also, a new component of Pashu Aushadhi is added under the scheme to ensure availability of affordable generic veterinary medicine across the country through Pradhan Mantri Kisan Samriddhi Kendras (PM-KSK) and Cooperative Societies. The scheme envisages prophylactic vaccination against the Foot and Mouth Disease (FMD), Brucellosis, Peste des petits ruminant (PPR), Classical Swine Fever (CSF) to prevent outbreak of these diseases. Additionally, the assistance are also provided to states to carry out vaccination programme for other economically important diseases as per the priority to the states to prevent disease outbreak.
In order to address the challenges of veterinary services, the Central Government has provided 4019 number of Mobile Veterinary Units (MVUs) during 2021-23 to deliver veterinary services at farmers doorstep. Every year, under this LHDCP Scheme, Govt. of India provides budgetary support to States and UTs on sharing basis to run these mobile units.
Additionally, the Central Government has issued various guidelines to address disease outbreaks and lack of veterinary services faced by livestock rearers, the list of guidelines issued by the Central
Government is as under:
1. National Action Plans (NAPs) for identification and notification of the affected area, isolation of affected animals and implementation of biosecurity measures, restriction on movement of livestock etc.
2. Advisories on animal diseases like Avian Influenza, Glanders, African swine fever, Lumpy Skin Disease to control disease outbreaks in definite timeline.
3. The Crisis Management Plan (CMP) for Livestock diseases in managing and responding to animal disease outbreaks, ensuring swift containment and mitigation.
4. ‘Standard Veterinary Treatment Guidelines (SVTGs) for best practices in veterinary care to enhance livestock health and disease control.
25. Pandemic Fund Project launched for strengthening Animal Health Security for Pandemic Preparedness and Response”.
6. The National Joint Outbreak Response Team (NJORT) involving members from National Center for Disease Control (NCDC), Indian Council of Medical Research (ICMR), Wildlife and Department of Animal Husbandry and Dairying (DAHD) has been constituted to conduct joint investigation and suggestion for future preparedness
7. Carcass Disposal and Disinfection guidelines have been framed for scientific disposal of animal carcass and animal waste.
To address the issue of fodder scarcity, the Central Government is undertaking multiple initiatives aimed at the development of fodder across the Nation. To enhance the efforts of the State Governments and Union Territories, the Union Government is executing the Centrally Sponsored Scheme known as the National Livestock Mission, which includes a Sub Mission focused on Feed and Fodder Development. This Scheme has been in operation throughout the country since the 2014-15 fiscal year.
The Sub-Mission on Feed and Fodder Development is having following components:
(i) Assistance for Quality Fodder Seed Production
(ii) Entrepreneurial activities in feed and fodder
(iii) Establishment of Entrepreneurs for Fodder Seed processing Infrastructure (processing and grading unit/ fodder seed storage godown)
(iv) Fodder production from Non-Forest Wasteland/Rangeland/Non-arable Land” and “Fodder Production from Forest Land Further, the Department of Animal Husbandry and Dairying has requested all the State Governments to establish fodder task force to increase the fodder cultivation areas and convergence of other schemes of the States and Central Government.

Of these 2014 project has received the 1st Instalment of subsidy to the tune of Rs.354.06 Cr. and 706 projects has received the 2nd Instalment of subsidy to the tune of Rs.119.34 Cr. These subsides have been released directly to the beneficiaries and funds were not released to the State Governments. In West Bengal 14 projects have been approved with project cost of Rs.7.07 Cr and approved subsidy of Rs.3.05 Cr. out of 14 project 5 applicant have received their 1st Instalment of Rs.0.85 Cr.
