SHRI BABU SINGH KUSHWAHA: SHRI DEVESH SHAKYA: SHRI NEERAJ MAURYA: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Government has any accurate data regarding the loss of life and property in hundreds of villages in Jaunpur and Kasganj districts and Aonla Constituency caused by the annual floods in the Gomti, Ganga and Ramganga rivers respectively; (b) whether there is any proposal under consideration of the Government to establish permanent relief and disaster management centres under the National Disaster Response Force (NDRF) for the flood-affected coastal areas of the said rivers particularly in Jaunpur, Etah, Kasganj, Bareilly and Budaun; (c) whether the Government proposes to establish the 'Cyber Forensic Labs' at the local level in Jaunpur, Etah, Kasganj, Budaun and Bareilly districts to check the increasing incidents of cyber crime; and (d) whether there is any proposal to organize special coaching, training or awareness camps to encourage the youth of these regions for recruitment into the Central Armed Police Forces (CAPFs)? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a) to (d): As per the National Disaster Management Policy, the primary responsibility for disaster management rests with the State Governments concerned. This Ministry does not centrally maintain the data of damages-2- L.S.US.Q.NO. 5128 FOR 24.03.2026 due to any disasters. Further, as per the information received from the State of Uttar Pradesh, the details regarding loss of life and property in the districts Bareilly, Jaunpur and Kasganj due to hydro-meteorological disasters is at Annexure. As per Section 44(1) of the Disaster Management Act 2005, there shall be constituted a National Disaster Response Force for the purpose of specialist response to a threatening disaster situation or disaster. At present, there are 16 Battalions of National Disaster Response Force (NDRF), which are located as per vulnerability profile of the country to provide immediate response during disasters including two Battalions located at Ghaziabad and Varanasi. Further, there are 28 Regional Response Centres (RRCs) of NDRF throughout the Country including three RRCs at Noida, Lucknow, and Gorakhpur. NDRF Teams are pre-positioned during monsoon season in vulnerable flood prone areas on requisition from the States/Districts. "Police" and "Public Order" are State subjects under the Seventh Schedule to the Constitution of India and the responsibilities to maintain law and order, protection of life and property of the citizens including investigation, prosecution of crime and criminals, and related forensic science facilities, are with the State concerned. Directorate of Forensic Science Services (DFSS) under this Ministry is -3-L.S.US.Q.NO. 5128 FOR 24.03.2026 establishing a new Central Forensic Science Laboratory in Uttar Pradesh (UP) with the facility of Digital Forensic Division to handle digital evidence under National Forensic Infrastructure Enhancement Scheme (NFIES).
