(d) to (f): As per Section 29 of the NFSA, 2013, the State Governments are required to put in place transparency and accountability mechanisms, including social audits, public disclosure of records, and community monitoring of the functioning of the Targeted Public Distribution System. In this context, local bodies such as Gram Panchayats and their representatives (including Gram Pradhans) may be associated with monitoring activities such as verification of beneficiary lists, social audits, and supervision of Fair Price Shops at the local level. Further, the TPDS (Control) Order, 2015 mandates States/UTs to establish Vigilance Committees at State, District, Block and Fair Price Shop levels to regularly supervise the functioning of the PDS and ensure transparency and accountability in foodgrain distribution.
