(a) to (c) : Education is in the Concurrent list of the Constitution and the majority of the schools
are under the domain of respective State/UT Governments. Moreover, the recruitment and other
service matters of teachers are directly under the administrative control of State/UT
Governments. As such, the appointment of Higher Secondary School Lecturers is entirely the
matter of State Government of Manipur.
