Parliament Question: Appointment of sportspersons

GOVERNMENT OF INDIA MINISTRY OF YOUTH AFFAIRS & SPORTS DEPARTMENT OF SPORTS RAJYA SABHA STARRED QUESTION NO. 409 ANSWERED ON 02.04.2026 APPOINTMENT OF SPORTSPERSONS 409 SHRI TIRUCHI SIVA:

Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:

(a) the details of sports which qualify for appointment of meritorious sportspersons;

(b) whether it is a fact that beach volleyball does not qualify for such appointments;

(c) whether it is also a fact that beach volleyball is a recognised sport under the Khelo India Beach Games; and

(d) if so, the rationale for exclusion of beach volleyball from the sports that qualify for such appointments? ANSWER THE MINISTER OF YOUTH AFFAIRS AND SPORTS (DR. MANSUKH MANDAVIYA)

(a) to (d): Ministries/Department of Government of India recruit meritorious sportsmen against sports quota vacancies in accordance with the consolidated instructions issued by the Department of Personnel & Training (DoP&T) vide their O.M. No. 14032/01/2013- Est(D) dated 3rd October, 2013 (further consolidated vide OM dated 18.11.2022 and

04.03.2024). These instructions and the details thereof are available at

https://doptcirculars.nic.in and also on the website of the Ministry of Youth Affairs and Sports.

A total of sixty-five (65) disciplines are eligible for recruitment under the sports quota. The details of the eligible sports are attached at Annexure. Further, Beach Volleyball is not included in the list of eligible disciplines under sports quota. However, Khelo India Beach Games is conducted for various disciplines including Beach Volleyball.
