APPRAISAL STATUS OF PLI SCHEME

Will the Minister of COMMERCE AND INDUSTRY be pleased to state:

(a) whether the Ministry proposes any specific incentives for Foundry-Engineering
and Textile manufacturing units to occupy underutilized lands in Kolhapur's
Maharashtra Industrial Development Corporation (MIDC) industrial areas,
addressing stalled industrial development and lack of local manufacturing jobs;
(b) the current status of land in these industrial areas along with the total allotted
area, operational units, employment generated, and de-notification proposals,
if any;
(c) the appraisal status of Production Linked Incentive (PLI) scheme extension to
medium-scale engineering and foundry industries in the Kolhapur industrial
belt, including applications received and incentive slabs proposed; and
(d) the timeline fixed by the Government for industrial area revival, anchor tenant
identification and job creation targets by 2028?

STARRED QUESTION NO. 26 FOR ANSWER ON 21.07.2026.
(a) to (d): Industries is a State subject. Both the Central Government and the State
Governments implement various policies and programmes to create an
enabling eco-system for the development of the industrial sector in the
country.
As reported by the Government of Maharashtra, there are 08 industrial
areas in Kolhapur district namely Shiroli, Gokul Shirgaon, Gokul Shirgaon
(Isolated), Kagal Hatkanangale Five Star, Gadhinglaj, Ajara, Halkarni and
I.T. Park, Kolhapur. Against the total allotted area of 1,159.06 hectare, 2866
units are operational, providing reported employment to 64,741 persons.
The Government of Maharashtra has further informed that the following
industrial areas have been de-notified:
Bhudargad Industrial Area (Akurde, 52.82 Hectare (De-notified on
Shengaon, Hedwade, Devakiwadi) 21.08.2025)
Shahuwade Industrial Area (Warul, 61.64 Hectare (De-notified on
Lonane) 16.06.2026)
The Maharashtra Industrial Development Corporation (MIDC) has
informed that there is no specific proposal for incentivizing Foundry-
Engineering or Textile manufacturing units to occupy underutilized plots in
Kolhapur MIDC industrial areas. To promote timely utilization of allotted
industrial plots, MIDC has issued Circular No. C-05579 dated 21.06.2019,
under which every plot allotted after the date of the circular is required to
utilize at least 40 percent of the permissible Floor Space Index and obtain
the Building Completion Certificate within the stipulated period.
For the textiles industries, the Ministry of Textiles has informed that under
the Scheme for Integrated Textile Parks (SITP), four textile parks have
been developed in Kolhapur district. These parks have 387 operational
units providing employment to 15,639 persons.
With regard to the Production Linked Incentive (PLI) Schemes, no proposal
for extension of the Scheme specifically to medium-scale engineering and
foundry industries in the Kolhapur industrial belt is under appraisal. The
PLI Schemes have been implemented for 14 notified sectors.
The Government of Maharashtra has informed that the Package Scheme
of Incentives (PSI) is implemented with the objective of promoting balanced
industrial development across the State. Under the applicable Package
Scheme of Incentives, eligible industrial units engaged in the
manufacturing sector, including the engineering and foundry industries
(MSME, Large Scale Industries, Mega and Ultra Mega) are eligible for
fiscal incentives such as Industrial Promotion Subsidy, Interest Subsidy,
Stamp Duty Exemption, Electricity Duty Exemption, Power Tariff Subsidy,
and other admissible benefits, subject to the provisions of the applicable
Package Scheme of Incentives.Under the Package Scheme of Incentives-2019, the Government of
Maharashtra has sanctioned incentives amounting to 7697.35 crore to 53
medium-scale industrial units in Kolhapur district. These units operate
across diverse sectors, including automobile components, foundry,
textiles, and other manufacturing industries, thereby supporting industrial
growth, employment generation, and balanced regional development.
The Government of Maharashtra has declared Maharashtra Industries,
Investment and Services Policy, 2025 on 31.12.2025 which aims to
generate close to 50 lakh direct jobs during the policy period.
