“APPROVAL FOR CONSTITUTION OF THE EIGHTH CENTRAL PAY
COMMISSION”
3571: DR. MANNA LAL RAWAT
Will the Minister of Finance be pleased to state:
(a) whether the Government has accorded approval for constitution of the Eighth
Central Pay Commission;
(b) if so, the date of constitution of the Commission and the details of the Chairperson
and Members thereof;
(c) the time-frame prescribed for submission of the report by the Commission;
(d) the date from which the recommendations of the Commission are proposed to be
made effective;
(e) the estimated number of Central Government employees and pensioners likely to
be benefited therefrom, State-wise;
(f) the details of the subjects included in the Terms of Reference of the Commission
relating to pay revision, dearness allowance, other allowances, pension, family
pension and service conditions;
(g) whether the Government is also considering additional welfare provisions in the
interest of employees and pensioners, if so, the details thereof; and
(h) whether the Government proposes to issue any advisory/guidelines to the States
for adopting a similar arrangement after implementation of the recommendations of
the Commission, if so, the details thereof??
ANSWER

(a) & (b): The 8th Central Pay Commission has been constituted by the Government
vide Resolution dated 03.11.2025 with the following composition:
1. Chairperson : Smt. Justice Ranjana Prakash Desai
2. Member (Part-Time) : Prof. Pulak Ghosh
3. Member-Secretary : Shri Pankaj Jain(c): The Commission will make its recommendations within 18 months of the date
of its constitution.
(d), (g) & (h): The 8th Central Pay Commission has not submitted its recommendations
to the Government yet.
(e): The estimated number of Central Government civilian employees is 35.77 lakh
approximately (as on 01.03.2026) and the number of pensioners/family pensioners is
33.76 lakh approximately (as on 31.12.2025) excluding Defence pensioners.
(f): The Terms of Reference of 8th Central Pay Commission as notified vide
Resolution, dated 03.11.2025, is enclosed in Annexure-I.
