GOVERNMENT OF INDIA MINISTRY OF PLANNING LOK SABHA UNSTARRED QUESTION NO. 644 TO BE ANSWERED ON 22.07.2026 ASPIRATIONAL BLOCKS PROGRAMME IN BIHAR 644. SHRI RAJA RAM SINGH: Will the Minister of PLANNING be pleased to state: (a) whether the Government has undertaken a comprehensive review of the implementation of the Aspirational Blocks Programme in Bihar and if so, the details of such assessment; (b) the details of Key Performance Indicators achieved in health, education, agriculture and infrastructure in Bihar, from the date of its commencement, Block-wise; (c) the details of the number of blocks that have failed to meet annual targets and the reasons therefor; and (d) the details of corrective measures proposed to correct regional development gaps? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS & PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) (a) The Aspirational Blocks Programme (ABP) monitors all Aspirational Blocks on a quarterly basis through a Delta Ranking method across 40 Key Performance Indicators (KPIs). These Page 1 of 2indicators fall under crucial sectors of Health & Nutrition, Education, Agriculture & Allied Sectors, Social Development, and Basic Infrastructure. The progress of all 513 Aspirational Blocks including those in the State of Bihar on all indicators is monitored and the performance data is publicly accessible via the Champions of Change Dashboard (https://abp.championsofchange.gov.in/). (b) The details of KPIs of all 61 Aspirational Blocks of Bihar are available at Champions of Change Dashboard (https://abp.championsofchange.gov.in/). (c) There are no specific annual targets under the Aspirational Blocks Programme (ABP), however, the programme aims for saturation of indicators by continuous monitoring and supervision. (d) Under the Aspirational Blocks Programme (ABP) focused interventions to improve in low-performing indicators along-with continuous monitoring and supervision and dissemination of best practices are undertaken to accelerate the socio-economic development of Aspirational Blocks and improve their performance. ***** Page 2 of 2
