SHRI NEERAJ MAURYA: SHRI BABU SINGH KUSHWAHA: MRS RUCHI VIRA: SHRI DEVESH SHAKYA: Will the Minister of PLANNING be pleased to state: (a) the details of funds sanctioned, allocated and utilised and physical achievements made in various sectors like basic infrastructure, health, education, drinking water, nutrition and model service centres under the Aspirational Districts and Blocks Programme in Aspirational district and blocks of Uttar Pradesh particularly in Bareilly, Budaun, Jaunpur and Etah-Kasganj districts during the financial year 2025-26, district-wise, block-wise and scheme-wise; (b) whether it is a fact that digital classrooms, model Anganwadi centres and drinking water projects in many Aspirational districts, blocks and rural areas of Uttar Pradesh particularly in Bareilly, Budaun, Jaunpur and Etah-Kasganj districts are not functioning at full capacity due to lack of maintenance, technical personnel, regular operations, electricity, internet connectivity, other equipments despite progress being reported on the portal and if so, the details of the number of said projects along with the corrective steps taken by the Government to make them fully functional again; (c) the current status and actual achievements made in comparison to the targets set for vocational skill training programmes, self-employment and Micro, Small and Medium Entreprises (MSMEs) in Aspirational Blocks of Uttar Pradesh particularly in Bareilly, Budaun, Jaunpur and Etah-Kasganj districts along with the number of youth secured employment; and Page 1 of 9(d) whether the Government proposes to implement a new action plan or monitoring mechanism to ensure the sustainable availability of quality services particulary in the sectors of education, healthcare and providing basic amenities for the last mile person in remote areas of Uttar Pradesh particularly in Bareilly, Budaun, Jaunpur and Etah- Kasganj districts and if so, the details thereof? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS & PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) (a) and (c) The Aspirational Districts and Aspirational Blocks Programme monitors the performance of Aspirational Districts and Aspirational Blocks on 49 and 40 Key Performance Indicators (KPIs) across key social sectors, respectively through Champions of Change portal which is publicly accessible at http://championsofchange.gov.in/site/coc-home/ for ADP and https://abp.championsofchange.gov.in/ for ABP. The top performing Districts and Blocks are incentivised through an award mechanism based on quarterly delta rankings. Details of funds released to award winning Districts and Blocks in Uttar Pradesh and their progress can be seen at Annexures I and II. (b) No data of district level and block level projects is maintained by NITI Aayog. (d) The government has been implementing several schemes and programmes across the country such as National Health Mission (NHM), Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana, Saksham Anganwadi & Mission POSHAN 2.0, Samagra Shiksha, Pradhan Mantri Gram Sadak Yojana, Pradhan Mantri Awaas Yojana (Grameen), Jal Jeevan Mission, Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) / National Food Security Act (NFSA), etc., to Page 2 of 9improve the socio-economic well-being of the people. Each scheme has an inbuilt mechanism to monitor its performance.
