PRIYANKA GANDHI VADRA: Will the Minister of PLANNING be pleased to state: (a) whether the Government has evaluated the impact of the Aspirational Districts Programme (ADP) in improving socio-economic indicators in Wayanad district and if so, the details thereof; (b) whether the Government proposes to revise the Wayanad District Action Plan and if so, the details thereof; (c) the details of funds sanctioned and released to Wayanad district under the ADP and projects sanctioned and completed during the last five years; (d) the details of the Central and State Government schemes converged to improve key performance indicators in Wayanad district; (e) whether the Government is taking initiatives to incentivise CSR projects in aspirational districts especially in tribal areas and if so, the details thereof; and (f) the details of CSR projects approved and completed in Wayanad district, since 2019? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) Page 1 of 9(a) An independent evaluation of the Aspirational Districts Programme (ADP) conducted by the Development Monitoring and Evaluation Office (DMEO), NITI Aayog, confirmed that the "3C" model (Convergence, Collaboration, and Competition), paired with real-time monitoring, data-driven decision making has successfully accelerated development across core human-development indicators. In addition, 49 Key Performance Indicators of all Aspirational Districts, including Aspirational District of Wayanad, are regularly monitored under ADP programme and substantial progress has been achieved in Wayanad District. The progress in Key Performance Indicators can be seen on Champions of Change portal, http://championsofchange.gov.in. (b) NITI Aayog has been implementing ADP programme since 2018 and the preparation and revision of District Action Plan falls under the purview of concerned Districts as per their socio-economic development priorities. (c) The total funds sanctioned and released to Wayanad district under the ADP since inception is Rs. 18.61 Cr. The details of the projects sanctioned and completed during the last five years is attached at Annexure I. (d) Under the Aspirational District Programme, the major Central and State schemes converge at the district level to improve the performance indicators are respectively, National Health Mission (NHM), Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana, Saksham Anganwadi & Mission POSHAN 2.0, Samagra Shiksha, PM Fasal Bima Yojana, VB-G RAM G, Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri MUDRA Yojana, PM Jeevan Jyoti Bima Yojana, Atal pension Yojana. PM Kaushal Vikas Yojana, National Mission for Sustainable Agriculture, Pradhan Mantri Gram Sadak Yojana, Pradhan Mantri Awaas Yojana (Grameen), DAY-NRLM and Kerala LIFE Mission. (e) and (f) As per the “Guidelines for CSR expenditure of CPSEs” issued by the Department of Public Enterprises (DPE) vide its Office Memorandum No. CSR 08/0002/2018-Dir (CSR) dated 10th December 2018, Aspirational Districts may be given preference under CSR. As per the information received from the Wayanad District Administration, the CSR cell of the District actively coordinates with Page 2 of 9PSUs, Banks, Corporates and other private organizations to mobilize CSR grants in the District.
