Assessment of CAMPA Fund Utilisation
3469. SHRI DUSHYANT SINGH:
Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state:
(a) the details of total amount accrued and disbursed to the States under the Compensatory
Afforestation Fund Management and Planning Authority (CAMPA) during the last five years and
the current year, State and year-wise;
(b) the details of specific achievements in terms of afforestation, reforestation, and ecosystem
restoration projects across the country during this period, State-wise;
(c) whether the Government has conducted a comprehensive impact assessment of the effectiveness
of CAMPA Fund utilisation for afforestation projects since its inception, if so, the details thereof
and if not, the reasons therefor; and
(d) the criteria to select lands for afforestation, and the methodology used to ensure that these areas
can adequately replace lost ecosystems and its impact on local ecosystems and biodiversity?

(a): The State-wise and year-wise details of the total amount accrued and disbursed to the States by the
National Compensatory Afforestation Fund Management and Planning Authority (CAMPA) during the
last five years are enclosed at Annexures I and II.
(b): Details of Compensatory Afforestation, Artificial Regeneration and Assisted Natural Regeneration
taken up by the State Governments and Union Territory Administrations utilizing their state CAMPA
funds and area brought under afforestation are enclosed at Annexure-III.
(c) and (d): Monitoring and evaluation, including independent third-party monitoring, of plantations
raised under compensatory afforestation is carried out as per the procedures laid down in the
Compensatory Afforestation Fund (CAF) Act, 2016 and its Rules by the State Compensatory
Afforestation Fund Management and Planning Authorities (CAMPA). The report of such monitoring and
evaluation are acted upon by the concerned State CAMPA authorities.
The land for raising compensatory afforestation (CA) is identified by the States/UTs in accordance with
the provisions of the Van (Sanrakshan Evam Samvardhan) Rules, 2023 and the guidelines issued by the
Central Government. The State Governments are required to ensure that the lands identified for CA
should be suitable for afforestation, management and free from all encumbrances.Further, to compensate for the loss of ecosystem goods and services resulting from the diversion of forest
land, a site-specific compensatory afforestation scheme is prepared and implemented by the State Forest
Department on the identified compensatory afforestation (CA) land. The scheme, inter alia, provides for
plantation of indigenous species, soil and moisture conservation measures, and protection and
maintenance of the plantations for a minimum period of 10 years.
