Parliament Question: Assessment of Education Status/Infrastructure in Hingoli Lok Sabha Constituency

Shri Aashtikar Patil Nagesh Bapurao: Will the Minister of EDUCATION be pleased to state: (a) whether the Government has assessed the status of Government and aided schools with regard to learning outcomes, enrollment attendance, dropout rates, teacher vacancies, dilapidated school buildings, science laboratories, libraries, computer facilities, smart classrooms, toilet for girls, drinking water facilities and internet connectivity in Hingoli Lok Sabha Constituency particularly in rural and tribal areas, if so, the details thereof; (b) whether the Government is aware of the persistent shortage of Science, Mathematics and English teachers in Government schools in the said constituency affecting the quality of education in rural and tribal areas, if so, the details thereof; (c) the details of sanctioned and vacant teaching posts in primary, upper primary and secondary schools in Hingoli district, along with the steps taken by the Central Government in coordination with the State Government to address these vacancies; (d) whether the Government has assessed the impact of teachers' shortages on learning outcomes, enrollment, attendance and drop-out rates of students in the said district, if so, the details thereof; (e) whether the Government has received any representations regarding the lack of higher secondary schools, science and commerce streams, hostels, digital and vocational educational facilities in remote villages of Hingoli, resulting in increased drop-out rates especially among girl students after class X or XII, if so, the details thereof; (f) the details of funds sanctioned and released to Hingoli under Samagra Shiksha, PM SHRI Schools and other Centrally Sponsored Schemes during the last three years along with the works completed, district-wise; and (g) whether the Government proposes to launch/provide any special package for educationally backward districts such as Hingoli for establishing new schools, girls'hostels, digital learning centres, teacher recruitment and skill-based education under the National Education Policy, 2020 and if so, the details thereof? A N S W E R MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (g): ‘Education’ is in the Concurrent List of the Constitution and majority of the schools are under the administrative jurisdiction of concerned States/UTs. Samagra Shiksha Scheme supports creation of infrastructure and basic facilities for students in Government Schools including construction of classrooms and repair, including science laboratories, libraries, computer facilities, smart classrooms, toilet for girls, drinking water facilities and internet connectivity. The need for infrastructure augmentation in schools including for rural and tribal areas of Hingoli District are worked out in a decentralized manner every year by the respective State/Union Territory depending on their need and priority and reflected in their Annual Work Plan & Budget (AWP&B). These plans are then appraised and approved by the Project Approval Board (PAB) in the Department of School Education & Literacy in consultation with the States and Union Territories. Recruitment of teachers is a continuous process, and vacancies arise due to factors such as retirement, promotion, resignation, opening of new schools. As informed by the State government of Maharashtra, 98 posts are vacant against 3351 sanctioned posts in Hingoli District. The Ministry of Education, undertakes large-scale assessments to measure learning outcomes in schools across the country, including in Maharashtra from time to time. In this regard, the PARAKH Rashtriya Sarvekshan 2024 (formerly National Achievement Survey) was conducted by the National Assessment Centre-PARAKH, NCERT to measure the baseline performance under the National Education Policy (NEP) 2020 in development of competencies among students at the end of the Foundational, Preparatory and Middle Stages (Grades 3, 6 and 9 respectively) of schooling. National, State and District level reports for PARAKH Rashtriya Sarvekshan 2024 are available at https://dashboard.parakh.ncert.gov.in/en, a dedicated dashboard designed to disseminate the findings of the assessment. The findings enable States and UTs to identify learning gaps and undertake targeted interventions for improving the quality of school education. The Ministry of Education, Government of India has issued directives in July and August 2025 to all States and Union Territories to take urgent steps to ensure student safety and well-being as well as structural safety of school buildings, urgent identification of unsafe and dilapidated school buildings and prohibition of their use, unless certified as safe. Accordingly, State Government of Maharashtra has emphasized school safety and no use of dilapidated school buildings. Construction of classrooms and repairs are carried out under Samagra Shiksha and other State Government Schemes.
