Parliament Question: Assessment of Housing Shortage

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA STARRED QUESTION NO. 261 TO BE ANSWERED ON AUGUST 06, 2026 ASSESSMENT OF HOUSING SHORTAGE NO. 261 SHRI K GOPINATH: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of the latest assessment of the housing shortage in urban areas of the country; (b) the total number of houses sanctioned and completed under Pradhan Mantri Awas Yojana-Urban (PMAY-U) 2.0 as on date and the total amount of Central assistance released for the purpose, State/UT- wise; (c) whether there is a gap between the assessed shortage and the houses sanctioned so far and if so, the reasons therefor; and (d) the measures being taken to bridge this gap within the 'Housing for All' mission period? ANSWER THE MINISTER OF HOUSING AND URBAN AFFAIRS (SHRI MANOHAR LAL) (a) to (d): A statement is laid on the Table of the House.STATEMENT REFERRED IN REPLY TO LOK SABHA STARRED QUESTION NO. 261* FOR 06.08.2026 REGARDING ‘ASSESSMENT OF HOUSING SHORTAGE’. (a): ‘Land’ and ‘Colonisation’ are State subjects and schemes relating to housing for their citizens, including Economically Weaker Sections (EWS), Low Income Groups (LIG), migrant workers and semi-urban households is domain of the respective State/ Union Territory (UT) Governments. Data regarding homelessness, availability and quality of housing is captured during regular census exercise. As per census 2011, out of total urban population of 37.7 crores, 9,38,348 persons were homeless and 17.4 % urban population was living in slums. Thereafter, Ministry of Housing and Urban Affairs (erstwhile Ministry of Housing and Urban Poverty Alleviation) constituted a Technical Group (TG-12) on estimation of urban housing shortage of the country for the Twelfth Five-Year Plan (2012-17). As per the Report of this Committee, the total housing shortage at the beginning of the 12th Plan period i.e. in 2012, was 187.8 lakh. It was also assessed that housing shortage was more in Economically Weaker Section (EWS)/ Lower Income Group (LIG) segment which are focused beneficiaries in PMAY-U and PMAY-U 2.0. (b): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). Housing demand being dynamic in nature, under PMAY-U, 111.48 lakh houses and under PMAY-U 2.0, 16.20 lakh houses have been sanctioned. The State/UT-wise details of houses sanctioned, grounded and completed/delivered along with Central assistance approved and released under PMAY-U & PMAY-U 2.0 is at Annexure. The progress of the scheme can also be accessed on the PMAY-U dashboard (https://dashboard.pmay-urban.gov.in).(c) and (d): PMAY-U adopted a demand driven approach and there were no fixed State/UT-wise targets. States/UTs were requested to undertake demand survey for assessing demand of housing in urban areas through their Urban Local Bodies (ULBs)/ Implementing Agencies. The assessed demand reported by States/ UTs in 2017-18 was around 112 lakh. Housing demand being dynamic in nature, sanctioning of houses is continuous activity based on proposals received from State /UTs. Under PMAY-U, 111.48 lakh houses and under PMAY-U 2.0, 16.20 lakh houses have been sanctioned. PMAY-U and PMAY-U 2.0 taken together, more than 2 crore houses are expected to be sanctioned, which is more than assessed demand. To improve targeting, eligible citizens are also allowed to apply through Unified Web Portal of PMAY-U 2.0 with all details on the portal. States/UTs/ULBs validate the beneficiaries as per the eligibility criteria of the scheme guidelines and selection/ scrutiny of beneficiary lists are done by the States/ UTs.
