**Summary:**
In response to Lok Sabha Unstarred Question No. 720, addressed on July 24, 2025, the Ministry of Road Transport and Highways provided the following information regarding asset monetization and toll collection practices.
As of Fiscal Year 2024-25, the total revenue generated through various asset monetization modes amounts to ₹142,758 crore. This figure comprises:
* Toll Operate Transfer (TOT): ₹48,995 crore
* Infrastructure Investment Trust (InvIT): ₹43,638 crore
* Securitization: ₹50,125 crore
The Ministry stated that no instances of toll operators continuing to collect tolls after the expiry of their contract period have been reported for public funded Fee Plazas or Build-Operate-Transfer (BOT) Fee Plazas. However, some complaints regarding road maintenance have been received, particularly concerning Toll Operate Transfer (ToT) projects, specifically ToT Bundle 1 and ToT Bundle 5 A2 in Gujarat. Corrective actions have been implemented to address these concerns.
To ensure road quality and address grievances, the government has implemented the NHAI One app for online handling and monitoring of road quality complaints, including defect tagging and automated penalty deductions. Furthermore, the Drone Analytics Monitoring System (DAMS) is utilized for periodic evaluation of road quality. Network Survey Vehicles (NSV) are also deployed for road condition assessment, leveraging analytics and enforcement of Operation and Maintenance standards.

(a) the total amount raised so far through different modes of asset
monetization by the Government;
(b) whether there has been any complaints that the toll operators continue the
collection of toll even after the expiry of the period of allotment of a particular
road sector and the maintenance of the sector allotted is not up to the mark;
and
(c) if so, the details thereof and the remedial action being taken in this regard ?

earlier toll operators after the expiry of the Contract period for public funded
Fee Plazas or Concession Agreement of BOT Fee Plazas. However, some
complaints have been received regarding maintenance of roads in Toll Operate
Transfer (ToT) projects especially in ToT Bundle-1 and ToT Bundle-5 (A2) in
Gujrat. Appropriate corrective actions have been taken. Government has
developed applications like NHAI one app for online handling and monitoring of
road quality complaints including defect tagging, geo-tagged photos, and
automated penalty deductions. Drone Analytics Monitoring System (DAMS) is
also being used for periodic evaluation of road quality. Network Survey
Vehicles (NSV) are also being used for road condition assessment using
analytics and enforcement of Operation and Maintenance.
