Assistance during Lean Fishing Period

Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to
state.
(a) the details of the financial and nutritional assistance provided to the families of
fishermen during the lean fishing period under the Pradhan Mantri Matsya Sampada Yojana
(PMMSY), year and State-wise including Bihar;
(b) whether the Government has taken any steps to ensure that fishermen in Bihar receive
fair prices for their fish in retail markets;
(c) if so, the details thereof and if not, the steps taken by the Government in this regard;
(d) whether any Model Fisheries village Project has been initiated under PMMSY in Bihar;
and
(e) if so, the details of such projects in Bihar and if not, the reasons for the absence of such
initiatives in the State?

(a): The Pradhan Mantri Matsya Sampada Yojana (PMMSY) being implemented by the
Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying,
Government of India inter-alia, provides for livelihood and nutritional support for socio-
economically backward active traditional fisher’s families for conservation of fish resources
during the fishing ban/lean period in all State/UTS including Bihar. The Governmental
financial assistance of Rs. 3000/- per fisher and beneficiaries’ contribution of an amount of
Rs.1500/- accumulating to Rs.4500/- is provided to each traditional fisher’s families
@Rs.1500/per month during fishing ban/lean period for three months. The assistance is
shared in the ratio of 50:50 for general state, 80:20 for North Eastern States and Himalayan
States while 100% for UTs. During last five years (2020-21 to 2024-25) under PMMSY, an
average of 5,94,538 traditional fisher’s families annually have been provided livelihood and
nutritional support at total cost of Rs.1384.98 crore including central share of Rs. 490.84
crore. The State and year-wise details of the livelihood and nutritional support provided to
traditional fishers’ families during the fishing ban/lean period including Bihar is at
Annexure.(b) and (c): For creation and strengthening of fish marketing infrastructure in Bihar, the
Department of Fisheries, Government of India, under PMMSY, has supported 1708 units
of fish transportation facilities i.e. refrigerated vehicles, insulated vehicles, two
wheelers/three wheelers, 52 Cold storage/Ice plants, 1 state of the art wholesale fish
market, 90 fish kiosks and 1 E-platform for e-trading and e-marketing of fish and fisheries
products with total outlay of Rs. 91.906 crore. To provide. real-time price information to
fishers, fish farmers and other stake holders and to help them to negotiate better price and
profitability, National Fisheries Development Board(NFDB) has launched ‘Fish Market Price
Information System’ (FMPIS) to capture and disseminate fish market prices of commercially
important marine and inland fishes species from a total of 111 wholesale and retail fish
markets in 29 States/UTs including Bihar. Government of Bihar has reported that this
FMPIS at present is being implemented in Patna and Darbhanga district to ensure that the
fishermen receive fair price for their produce in fish retail market.
(d) and (e) : The Pradhan Mantri Matsya Sampada Yojana (PMMSY) implemented by the
Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying inter-alia
provides support to the Coastal State Governments and Union Territories(UTs) for
development of Integrated Modern Coastal Fishing Villages. The unit cost envisaged for
development of each integrated coastal fishing village is shared between the Central and
concerned State Government in 60:40 basis and the Government of India meets 100% unit
cost in case of Union Territories. Under PMMSY, the proposals with total outlay of
Rs.7756.46 lakh for development of total 11 integrated modern coastal villages have been
approved which include (i) nine coastal villages at a cost of Rs. 6106.61 lakh in Kerala, (ii)
one costal village at a cost of Rs.899.85 lakh in Lakshadweep and (iii) one coastal village
at a cost of Rs. 750 lakh in West Bengal. In addition, under the PMMSY, the Department
of Fisheries, Government of India, in consultation with the coastal States/UTs has also
identified 100 coastal fishermen villages situated close to the coastline for development as
Climate Resilient Coastal Fishermen Villages (CRCFV) to make them economically vibrant
fishermen villages. The National Fisheries Development Board (NFDB), Hyderabad has
been made a nodal agency and the proposals for development of the identified 100 coastal
villages at a total cost of Rs. 200 crore has been approved under the PMMSY. As per
PMMSY scheme guidelines, both the components i.e. Integrated Modern Coastal Fishing
Villages and Climate Resilient Coastal Fishermen Villages are implemented in coastal
States and Union Territories only, hence, no projects have been sanctioned under these
components to inland States including Bihar.
